Background <br />Parks Commission Meeti <br />Hugo City Hall, 7:OOpm <br />of December 11, 2013 <br />1. 7:OOpm Approve Minutes From November 13, 2013 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of November 13, 2013. <br />2. 7:05pm LaValle Fields Park Dedication <br />An application has been submitted for the Planned Unit Development called "LaValle Fields" which <br />includes 295 units of senior housing and apartments. The applicant is proposing to meet park dedication <br />requirements through dedication of 2.11 acres of land adjacent to Lions Park and paying a fee of <br />$162,840. The entire land dedication will be made with the first phase. Staff recommends that the Parks <br />Commission make a recommendation to the City Council regarding whether or not the developer has <br />satisfied park dedication requirements and if the dedication is in keeping with park plans. <br />Please see the attached memo. <br />3. 7:30pm 2014 Goals <br />At the meeting of November 14, 2013, the Park Commission set goals for 2014. Staff recommends <br />revisions and final approval of the 2014 goals of the Parks, Recreation, and Open Space commission <br />which will be presented to the City Council at the city-wide goal setting workshop. <br />Please see the draft of 2014 goals. <br />4. 8:OOpm 2014 Capital Improvement Plan <br />A draft of the 2014-2019 Capital Improvement Plan is included in the packet. The Parks Commission has <br />been given the authority to make recommendations to the City Council about how funding in the Special <br />Parks Fund may be used. A draft of the Capital Improvement Plan has been put together with the <br />assistance of the Finance Director, Ron Otkin, and is based on available funds and the projected parks <br />tax levy. Unfunded projects will be possible only if additional funding becomes available through grants, <br />private donations, or park dedication. The Parks Commission should discuss the following items: <br />Dog Park: Funding was planned in previous CIPs for land purchase and improvements for a dog park. <br />A dog park is not currently on the 2014 Parks Commission goals. <br />Lions Park: The next phase is to hire a consultant to make changes, as needed, to the Lions Park <br />Master Plan and move into the design development phase. The consultant that drafted the Master Plan, <br />outlined that the design development phase would include providing more detailed plans, sketches, and <br />
