Request for Preliminary Plat and Planned Unit <br />Development for a senior housing and apartment complex consisting of <br />295 units on 29.17 acres west of Finale Avenue. <br />DATE: December 6, 2013 for the Parks Commission meeting of December 11, <br />2013 <br />1. DESCRIPTION OF REQUEST: <br />The applicant is requesting approval of a Preliminary Plat and Planned Unit Development <br />(PUD) for a senior housing and apartment development. The property totals 39.56 acres <br />and is comprised of seven parcels. The PUD will be for 29.17 acres of the property, the <br />remaining will continue to be zoned Central Residential (CR -1). The property includes <br />wetlands and floodplain for a total buildable acreage of 16.18 acres. The proposed <br />number of units is 295 for a density of approximately 10 units per acre. Phase 1 is <br />proposed to include senior housing of 100 units,.with a possible expansion of 30 units. <br />Phase 2 is proposed to include 165 units of apartments. The proposed development is <br />located west of Finale Avenue and Lions Park. <br />2. BACKGROUND: <br />At the Parks Commission meeting of September 26, 2012, a concept plan for the <br />development was presented by the applicant. The discussion was continued at the Parks <br />Commission meeting of October 10, 2013. The developer requested feedback from the <br />Parks Commission on the proposed land dedication which allowed for the expansion of <br />Lions Park and the proposed stormwater pond to be located on park property. <br />The Parks Commission discussed the compatibility of the large community events at <br />Lions Park and the senior community. An interest in accepting a combination of land and <br />fee to satisfy the park dedication was shared as well as mixed feelings on expansion of <br />the park.
