significant central gathering area for the community and host to large events. The <br />development of community park facilities conveniently located near residential <br />populations was a major component of the park and recreation vision expressed by the <br />residents of Hugo at the time the Parks Plan was put together. Additional indoor and <br />outdoor multi -use recreation facilities are needed in the community. The Parks Plan <br />supports park development which preserves and utilizes Hugo's natural resources and <br />open space areas including lakes, wetlands, and woodlands. An expansion of Lions Park <br />would allow for more event space and construction of additional park features. <br />Trails <br />The applicant is proposing construction of a bituminous trail through the development <br />which would provide a connection between Lions Park and County Road 8. A city trail <br />will be included with the extension of 147' street as shown in the Parks, Trail, and Open <br />Space Plan. <br />5. PARK DEDICATION REQUIREMENTS: <br />The applicant is required to pay park dedication to ensure that the City's parks system <br />provides for the recreation needs of the additional residents the development brings. The <br />Parks Commission evaluates each proposed dedication to ensure that it meets <br />requirements of the Park Dedication Policy and that it is in keeping with the Parks Plan <br />and provides a recommendation to the City Council. The applicant is proposing to <br />dedicate a combination of land and fee. <br />Required <br />The applicant is proposing to build 295 units on 16.18 buildable acres. The Park <br />Dedication Policy includes a sliding scale for land dedication. With a high density <br />development (over 10 units per acre) such as being proposed, 17% of the buildable land <br />shall be dedicated. Therefore, the developer would be required to dedicate 2.75 acres in <br />lieu of paying the fee. <br />The current fee (which is annually set by the City Council), is $2,400 per unit. Therefore, <br />the developer would be required to pay $708,000 in park dedication fees in lieu of land. <br />Proposed <br />The applicant is proposing to dedicate 2.11 acres of land. Part of the existing right-of- <br />way for Finale Avenue North is included in the land dedication. The applicant will be re- <br />constructing Finale Avenue North in a new right-of-way to follow a re -alignment that is <br />suitable for the development. The land dedication includes .35 acres of the existing right - <br />of way that will become part of Lions Park, after the road is removed. <br />The 2.11 acres that are proposed to be dedicated satisfies 76% of the total park dedication <br />requirement.
