construct and incur all costs for building the trail. In the future, the trail is planned to <br />make connections to 130th Street, Goodview Avenue, and 125th Street. <br />The developer will be extending 125th Street to provide access to the development from <br />Hwy 61. East of Fenway Avenue, 125th Street is currently a gravel roadway. The <br />developer will improve 1256' Street to be a rural -section paved roadway. The intersection <br />at the entrance to Fox Meadows, at 125th Street and Fondant Trail, is likely to be <br />reconfigured with future development. The properties to the north and south of 1251 <br />Street are likely to be re -developed. At that time, 125`h Street will be improved to be an <br />urban -section paved roadway which will include an expanded right-of-way and <br />construction of an adjacent trail. <br />Open Spaces/Parks <br />The proposed development is served by Beaver Ponds Park, which is an existing <br />neighborhood park. When Beaver Ponds was developed, the park was planned to also <br />serve future development in the surrounding areas. Additional parkland or a new <br />neighborhood park is not needed. The applicant is proposing to pay a fee in lieu of <br />making a land dedication. <br />3. PARK DEDICATION REQUIREMENTS: <br />In order to develop a system of parks within the community to serve the public's health <br />and recreational needs, a fee or land shall be dedicated to the city when land is <br />subdivided for residential purposes. Recommendations shall be made by the Parks <br />Commission in accordance with the Parks, Trails, and Open Space Plan. Dedication is <br />subject to approval by the City Council. <br />The developer is required to dedicate land or pay a fee or a dedicate combination of land <br />and fee. <br />Land Dedication Option <br />The City finds that the more dense a development is, the more demand for park land it <br />creates since lots can be smaller affording less private recreational space and more <br />occupants per acre. Fox Meadows is proposed to include 57 homes on 21.97 acres at a <br />density of 2.6 units per acres. Therefore, the applicant would be required to dedicate <br />10% of the total buildable acreage or 2.2 acres of land. <br />Fee Dedication Option <br />At the City Council's discretion, a fee may be accepted or required. The City Council <br />annually sets the park dedication fee which is currently $2,400 per unit. The applicant <br />would be required to dedicate $136,800. The applicant shall pay the fee that is in effect <br />at the time of final plat. <br />-2- <br />Fox Meadows <br />February 26, 2014 <br />
