3.3 NEIGHBORHOOD MEETING <br />A neighborhood meeting was held before purchase of the property was finalized. The majority of <br />citizens expressed an interest in passive uses of the park. Providing youth athletic facilities and <br />collaboration with local school districts was also discussed. Concern was expressed over increased use <br />of the property and potential lighting of the fields. The citizens discussed potential long-term use of the <br />park as focusing on kids and play with options such as passive trails, tennis courts, or ball fields. <br />3.4 WASHINGTON CONSERVATION DISTRICT REVIEW <br />Jyneen Thatcher, a Natural Resource Specialist with the Washington Conservation District, reviewed the <br />site and determined that there were "no significant impediments to the development forseen". She <br />also stated that "There are no high-quality natural areas needing protection." The wetlands will need to <br />be reviewed further and invasive species should be managed in the interim. <br />3.5 MINNESOTA OFF-ROAD CYCLISTS <br />The City mowed trails and built a small parking lot to provide public access to the property in the <br />summer of 2010. In the fall of 2010, a member of the Minnesota Off -Road Cyclists approached the City <br />with an interest in building mountain bike trails on the property. If the City was willing to fund the <br />initial construction and continue to make the trails open to mountain biking, MORC volunteers would <br />build and maintain the trails. <br />3.6 CROSS COUNTRY GROUP <br />In the spring of 2011, Gary Wilson and Dave Percival presented their interest in constructing cross <br />country running trails at the park for the purpose of holding large-scale events. A sub -committee with <br />Council members, Commissioners, and residents was formed. Wilson and Percival were asked to share a <br />detailed plan for construction, funding, and management of the facility they proposed at the sub- <br />committee meeting scheduled in the fall of 2011.
