Irish Avenue Park Planning <br />TO: City of Hugo Parks, Recreation and Open Space Commission <br />FROM: Shayla Syverson, Parks Planner <br />DATE: December 20, 2013 for the Parks Commission meeting of January 8, 2014 <br />1 INTRODUCTION <br />The City of Hugo purchased 125 acres in 2010 for a future community park. The property is likely to be <br />developed in 10-15 years and a master plan is needed to prepare for that development. The Parks <br />Commission has discussed a planning process that gathers extensive input from Hugo residents. <br />The Parks Commission shared an interest in reviewing the history of the property and its purchase as the <br />first steps in planning the park. <br />2 PLANNING PROCESS <br />The following is the tentative plan and timeline for planning of Irish Avenue Park: <br />1. Gather Information: review property history, review the Parks, Trails, and Open Space Plan as <br />well as other applicable plans. <br />2.. Develop Master Plan Guidelines: Two to three public meetings will be held this spring to put <br />together guidelines for the master plan. This process will help gather community support and <br />identify a vision for development of the park. <br />3. Master Plan/ Concept Planning: 2015 <br />4. Design Development: 2016 <br />5. Finalize the Design <br />6. Construction Document Preparation <br />3 PROPERTY HISTORY <br />3.1 PROPERTY SELLER <br />The property was in the ownership of the Hansen family at the time of purchase. An asphalt plant was <br />operated from the property which included a rock crusher and gravel pit. Legal action was taken by the <br />City in 2007 and the property was restored. <br />3.2 PURCHASE <br />The property was purchased from the estate of Darrel Hansen on July 28, 2009 with the contingency <br />that the site be cleaned up. The Hugo Fire Department did a controlled burn of the house. Removal of <br />the debris and clearing of the site was a lengthy process, the purchase agreement was amended, and <br />the final closing was held on December 23, 2009. <br />Irish Avenue Park Planning January 8, 2014 <br />
