Plan Consistencv <br />Construction of a trail along the east side of Elmcrest Avenue would not be consistent with the City of <br />Hugo Trail and Sidewalk Plan. Therefore, the City of Hugo Comprehensive Plan would need to be <br />amended which includes Planning Commission and City Council approval, notification to adjacent <br />jurisdictions, and a public hearing in order to seek the approval of the Metropolitan Council. <br />It is not consistent with plans of the City of Lino Lakes. <br />3.2 WEST SIDE OFELMCRESTAVENUE <br />Land Acquisition <br />Future development is likely to provide suitable land. <br />Construction Feasibility <br />There are less natural and constructed obstacles than the east side of Elmcrest Avenue. The City of Lino <br />Lakes will likely require the trail to be constructed by the developers with future development. <br />Therefore, the City of Lino Lakes and the City of Hugo would not be required to pay for the trail. <br />Plan Consistency <br />This is consistent with the Trail and Sidewalk Plan and plans of the City of Lino Lakes. <br />3.3 ALTERNATIVE ALIGNMENTS <br />The City of Lino Lakes has discussed a trail which connects to the Heritage Ponds Neighborhood <br />following either greenways or the future collector street, Otter Lake Road. Between CSAH 8 and 170tn <br />Street, the properties are guided commercial and the developers will be required to provide the land for <br />and construct the trail. Feedback could be shared with the City of Lino Lakes regarding the alignment. <br />4 RECOMMENDATION <br />Staff recommends that the Parks Commission evaluate the options for a trail connection between <br />Heritage Parkway and CSAH 8 and include the following in the discussion: <br />• Long- range vision for the entire trail corridor <br />• Preference for west or east side <br />• Construction costs and barriers <br />• Willingness to purchase property <br />5 ATTACHMENTS <br />1.
