3. CONSISTENCY WITH COMPREHENSIVE PLAN: <br />Trails <br />The City of Hugo Trail and Sidewalk Plan shows the junction of several city trails in the <br />project area. The applicant is proposing the following: <br />• Trails and sidewalks will be consistent with the existing portion Oneka <br />Parkway as the new roadway extension is built south of Frenchman Road. <br />• The existing trail which currently follows Clearwater Creek that goes from the <br />western border of the Hugo through Victor Gardens, will be extended through <br />the development. In the future, it is planned that the trail will continue south <br />through future developments along the creek to Clearwater Creek Preserve <br />Park. Additional trail connections are planned at this juncture. <br />• Trail connections between the residential areas and the proposed trail along <br />Clearwater Creek will be built. <br />• Each roadway, except for the cul-de-sacs, will have a sidewalk. <br />• The existing sidewalk along Everton Avenue North will be continued through <br />the new residential development. <br />Open Spaces/Parks <br />The development is in Neighborhood Park Service Area 3 which is served by the Victor <br />Square Park, Arbre Park, Val Jean Park, and Clearwater Creek Park. Val Jean Park will <br />be approximately .5 to .75 miles away and accessible by sidewalk and/or trail. <br />The applicant is proposing to build a small park within the development. The park would <br />be donated to the City of Hugo for public use. The park is shown to include play <br />equipment as well as half -court basketball. These amenities will be used to ask for PUD <br />flexibility. Staff has indicated that if the City will own the park in the future, that <br />maintenance and quality minimums will be met and consistent with other Hugo parks. <br />3. PARK DEDICATION REQUIREMENTS: <br />The developer is required to dedicate land, or pay a fee, or a dedicate combination of land <br />and fee. At this time, the developer has indicated that they would pay the full park <br />dedication fee and is not asking for flexibility based on the proposed park improvements. <br />The applicant shall pay the fee that is in effect at the time of final plat. Currently, the fee <br />is $2,400 and the total dedication would be $213,600. <br />4.
