Background
Parks Commission Meeting of October 14, 2015
Hugo City Hall, 7:00 pm
'-"'' -- Approve Minutes from September 9, 2015 Meeting
Staff recommends approval of the minutes of the Parks Commission meeting of September 9,
2015.
Please see the attached minutes.
7:05 pm Fable Hill Park Improvements
A proposal from Brigid Kamus, representing the Fable Hill HOA, will be made. The HOA is
proposing to contribute $20,000 towards the construction of a playground at the new Fable Hill
Park. Staff recommends that the Commission continue the discussion with their upcoming
Capital Improvement Planning. It is estimated that an additional $35,000-45,00 will be needed
to purchase playground equipment and soft surfacing, and complete instillation. If the Parks
Commission chose to include the project in their Parks CIP for 2016, it would be recommended
for approval and funding to the City Council. The neighborhood could be involved in picking out
the play equipment in the early part of 2016 and construction could be done in the summer of
2016.
Please see the attached memo.
7:30 pm Fable Hill Park Namin(
A proposal from Len Pratt, developer of Fable Hill, will be made for naming the new park
McCollar Park. McCollar was the original property owner. "McCollar" is not in keeping with the
Park Naming Policy, in particular the following:
Parks may be named for the deceased after 50 years have elapsed from the time of death. The
deceased may include local or national heroes and national, state, or local officials.
In light of recent improvements and anticipated future use, it is an ideal time to name the park.
The Parks Commission should discuss how it would like to go about naming the park. In the
past, the Commission has named parks by different ways:
1) Approved developer recommendations (Arbre Park, Val Jean Park, Heritage Ponds, etc)
2) Sought recommendations from the neighborhood (Oak Shore Park)
3) Held a naming contest with the public (Frog Hollow, Rice Lake Centre)
Staff would like direction on what process the Commission would like to follow to name the new
park in Fable Hill.
