Background <br />Parks, Recreation, and Open Space Commission <br />Meeting of February 10, 2016 <br />Hugo City Hall, 7:00 pm <br />Approve Minutes from January 13, 2016 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of January 13, 2016. <br />PLEASE SEE THE ATTACHED MINUTES. <br />Review the Trails Plan <br />The Parks Commission prioritized trails at their 2016 goal setting. This includes reviewing and updating the <br />Parks, Trails, and Open Space Plan and identifying missing trail links. <br />Trails are a part of Chapter 7 of the 2030 Comprehensive Plan. The Met Council has released the city's <br />"systems statement" which marks the kickoff of the next comprehensive planning cycle. The Planning <br />Commission is developing a work plan for this process and timeline for completion of potential changes to <br />the comp plan that will be adopted in 2018. The Parks Commission will be updating their portions of the plan <br />over the next three years. <br />The plan details the existing trails in Hugo including the regional trails, snowmobile trails, horses/ rural <br />character. "The majority of Hugo's trail system consists of city -owned bituminous bicycle -pedestrian paths <br />that are separated from roads. These trails have been constructed as residential development has occurred <br />within the City and provide links between local neighborhoods and parks." <br />Greenway Corridors are discussed: "Greenway Corridors have a right-of-way that is significantly larger than a <br />typical trail and consists primarily of native vegetation." <br />The national trail standard of 5 miles per 10,000 residents used by NPRA is listed but Hugo's plan encourages <br />more flexibility. When the plan was drafted in 2008, trail use was increasing and planned to continue to <br />grow. <br />Please note section 7.5 FUTURE TRAIL AND SIDEWALK PLAN. It discusses the purpose of each type of trail, <br />collaboration with property owners and developers, and the importance of regional coordination. A vision to <br />guide the general layout of trails city-wide is outlined. Guidelines for how trails will be developed are also <br />specified. Building on these guidelines, the Parks Commission drafted the TRAIL DEVELOPMENT POLICY. It was <br />approved on May 14, 2014 by the City Council. These documents have been driving all construction and will <br />continue to guide all future construction of trails and sidewalks in Hugo. Revisions may be made to ensure <br />that they align with the future vision of the Parks Commission and the City Council. <br />Staff will present the Trails Plan for review.
