Irish Avenue Park: Approve a vision for future uses of the park; and promote the vision and interim uses to <br />the residents. <br />Plans and Policies: Research current trends in community parks; review and update the Parks, Trails and <br />Open Space Plan; respond to resident input; and review development applications with respect to the Parks <br />Plan. <br />Recreation: Evaluate the recreation needs of seniors; strengthen partnerships; and continue recreation <br />programming and events. <br />The Parks, Recreation, and Open Space Commission 2016 Goals will be reviewed by the City Council at their <br />February 8, 2016 Goal Setting Workshop. <br />3. Approve the 2016 Capital Improvement Plan <br />Parks Planner, Shayla Denaway reviewed the drafted Capital Improvement Plan drafted at the December 13, <br />2016 meeting for additional discussion. <br />Discussion included: <br />The development and planning of Lions Park and Irish Avenue Park, trail construction, removing funding for <br />purchase of a property for a dog park, and drafting an agreement with the Fable Hill Homeowners <br />Association to accept their $20,000 donation and construct a playground in the neighborhood in 2016. <br />Tennyson made a motion, Pontrelli seconded to approve the 2016 Parks Capital Improvement Plan. <br />All Ayes. Motion carried. <br />4. Presentation of Washington County Library Strategic Plan <br />Parks Planner, Shayla Denaway gave an update on the Washington County's Libraries strategic planning <br />process and draft plan. Discussions included increasing lifelong learning, outreach, digital resources, and <br />youth involvement, increasing service awareness, improving facilities, and developing partnerships. A need <br />for additional evening programs was discussed in addition to positive feedback on the Library Express at City <br />Hall. The feedback will be shared as public input is being sought on the Washington County Library <br />Preliminary Facilities Planning and Strategic Plan. <br />5. Request from WBLAS <br />Parks Planner, Shayla Denaway shared a request for financial support from the White Bear Lake Area Schools <br />for new volleyball nets at Oneka Elementary. Replacement equipment is needed for Open Gym and other <br />recreation programs. <br />Schmid made a motion, Tennyson seconded to contribute $350 towards the purchase of new equipment at <br />Oneka Elementary School. <br />All Ayes.
