Hugo City Council Meeting Minutes for April 18, 2016 <br /> Page 3 of 6 <br /> Approve Cooperative Agreement with Washington County for CSAH 4 and CSAH 57 <br /> Construction Inspection Services <br /> Staff has been working with the Washington County Public Works Department on a cooperative <br /> agreement for inspection services on the upcoming CSAH 4/CR 57 project. The agreement <br /> provides for construction observation and inspections to be done by Hugo's Senior Engineering <br /> Technician Steve Duff for a fixed fee of$46,500. Adoption of the Consent Agenda approved the <br /> Cooperative Agreement with Washington County for CSAH 4 and CSAH 57 for construction <br /> inspection services. <br /> Approve Personnel Policy Amendment to Include Fire Department Data and Social Media <br /> Policy <br /> The Hugo Fire Department had requested to include a policy in the City Employee Personnel <br /> Policy to address the use of data by members of the department on duty, or off duty if their <br /> position allows access not given to the public. This policy prohibits photographs, recordings, <br /> etc. from being shared on social media or otherwise, unless approved by the Fire Chief. This <br /> also addresses personal postings on social media by fire department members. Adoption of the <br /> Consent Agenda approved the Fire Department Data and Social Media Policy. <br /> Approve Renewal of 2 a.m. Closing Time for Sal's Angus Grill <br /> Sal's Angus Grill, 12010 Keystone Avenue North, had applied for renewal of its 2:00 a.m. <br /> closing time license. City staff had reviewed the application and found it to be satisfactorily <br /> complete. Adoption of the Consent Agenda approved renewal of the 2:00 a.m. closing time for <br /> Sal's Angus Grill. <br /> Approve Special Event Permit for Blue Heron Grill Outdoor Tent Party on June 24 & 25 <br /> The Blue Heron Grill, 14725 Victor Hugo Boulevard, had submitted an application for a Special <br /> Event Permit for outdoor concerts in the evenings on Friday, June 24 and Saturday, June 25. <br /> This event required a Special Event Permit approved by Council because the event is expected to <br /> draw approximately 500 people each night, alcohol will be sold and served, and there will be an <br /> amplified sound system. The event will be conducted the same as in the past years. Adoption of <br /> the Consent Agenda approved the Special Event Permit for the Blue Heron Grill for their <br /> outdoor tent party on June 24 and 25, 2016. <br /> Approve Special Event Permit for Oneka Elementary 5K Color Run on May 7, 2016 <br /> Oneka Elementary had submitted a Special Event Permit application for approval of a 5K Color <br /> Run on Saturday, May 7, 2016. This event required a Special Event Permit approved by Council <br /> because the event is expected to draw between 500-700 participants and will include the use of <br /> City trail/sidewalks/streets. Oneka Parkway will be closed for the duration of the event, and the <br /> applicant has worked with the City and Washington County Sheriff's Department on the details. <br /> This event was held last year and was very successful. Adoption of the Consent Agenda <br /> approved the Special Event Permit for the Oneka Elementary 5K Color Run on May 7, 2016. <br />
