Hugo City Council Meeting Minutes for April 18, 2016 <br /> Page 4 of 6 <br /> Approve Letter to the Carnelian-Marine St. Croix Watershed District <br /> At their April 4, 2016 meeting, the Council considered the request of Washington County for <br /> nominees to the Carnelian-Marine St. Croix Watershed District and/or endorsement of three <br /> Board Managers whose terms expire on June 21, 2106. Council had concerns regarding the <br /> Watershed District and directed staff to draft a letter to the County. The letter included a request <br /> to extend the deadline to submit the list of nominees until Council had an opportunity to meet the <br /> incumbents. Adoption of the Consent Agenda approved the draft letter to the Carnelian-Marine <br /> St. Croix Watershed District. <br /> Update on Stormwater Grants and Related Items <br /> City Administrator Bryan Bear provided Council an update on recent stormwater grants. He <br /> talked about the Met Council's grant program will award grants between $2,000 - $200,000 for <br /> stormwater projects. The program is being administered through the RCWD. Bear said they <br /> recently met with the RCWD and provided information on Hugo projects focusing on the largest <br /> project, Waters Edge stormwater reuse project. The RCWD Board intends to recommend <br /> approval to the Met Council. In response to concerns regarding stormwater credits for the <br /> project, Bear was told by the Watershed District that they see this is a pass-through project, so <br /> will likely not make Hugo adhere by those rules. Hugo had been successful in receiving a <br /> $50,000 grant from the Met Council for the Beaver Ponds project, and Council will review bid <br /> results for that project at a Council meeting in May. <br /> He also talked about the RCWD grants for stormwater mediation projects, and stated Hugo <br /> declined to participate because we were not allowed to use the credits for these projects. Hugo <br /> Public Works did apply, and will likely receive a grant for $27,000 for a street sweeper, which is <br /> used to remove debris from streets and keep it out of the waterways. Staff is continuing to have <br /> discussions with the RCWD on their rules and will be meeting with them tomorrow. <br /> Bear stated the bonding proposals continue to move forward, and there have been good <br /> discussions in House and Senate. Negotiations are underway, and we can expect to know in a <br /> few weeks if we've made progress. <br /> Update on the Yellow Ribbon Network <br /> Council Members Chuck Haas and Phil Klein updated the Council on the activities of the Yellow <br /> Ribbon Network to date. Haas thanked Drytech for being a Hamburger Night sponsor. There <br /> have been meetings for YRN training in regions around the state, and they were recently in <br /> Brooklyn Center where they received a certificate of appreciation. The YRN has been doing a lot <br /> with the survivors outreach program, which provides support to Gold Star families. They <br /> continue to receive Girl Scout cookies for the troops. Haas will be going to Kuwait next month <br /> to serve steaks to the troops, and another event will be held this summer in Bosnia. <br /> Parks Commission Interviews on Tuesday,April 19, 2016 <br /> City Administrator Bryan Bear reminded Council of the meeting scheduled for Tuesday, April 19, <br />
