CITY OF HUGO <br />WASHINGTON COUNTY, MINNESOTA <br />MINING PERMIT <br />(ATKINSON PIT) <br />Pursuant to the provisions of Ordinance No. 90-247 of the City of Hugo, Washington <br />County, Minnesota, entitled "Mining and Excavation" a Mining Permit is hereby issued to: <br />DEAN ATKINSON <br />13452 GOODVIEW AVENUE NORTH <br />HUGO, MINNESOTA 55038 <br />for a period to expire on July 1, 2018, unless sooner terminated. Permit approval is subject to the <br />provisions of said Ordinance and compliance with the following conditions: <br />1. All applicable provisions of the City of Hugo Ordinances governing mining shall be <br />complied with. <br />2. The scope of the Mining Permit shall be limited to mining, washing, screening, <br />temporary storage, and hauling away accumulated, granular material. Mr. Atkinson <br />may maintain a total of thirty thousand (30,000) cubic yards of stockpiled material <br />on site. Said stockpile shall include all material mined from the site and all other <br />material (including recycled material) brought to the site. At no time shall the total <br />amount of stockpiled material exceed thirty thousand (30,000) cubic yards. <br />Applicant shall, on a bi-annual basis, provide to the City a calculation, from a <br />qualified person, attesting to the amount of stockpiled material on site. <br />Additionally, Mr. Atkinson shall, on a bi-annual basis, report to the City as to the <br />amount of granular material left on-site to be mined. Applicant shall also, bi- <br />annually, provide a topographic map to the City of the site, which map shall depict <br />the then existing topography of the site. Lastly, the applicant shall provide, on an <br />biannual basis, an estimate of the material removed from the property. <br />3. No topsoil or overburden shall be removed from the site (see 919). <br />4. Haul roads shall be 147th Street, from existing north entrance of the Atkinson's <br />gravel pit, easterly to Irish Avenue; and Irish Avenue between 147"' Street and <br />County Road 8A. Any exception to these routes must be approved by the City <br />Council. <br />5. Dust control on all City streets shall be by the use of water or calcium chloride, as <br />directed by the City Engineer. <br />
