BACKGROUND MEMO FOR THE HUGO CITY COUNCIL MEETING <br />MONDAY, SEPTEMBER 19, 2016 <br />D.1 Minutes for the September 6, 2016 City Council Meeting <br />D.2 Minutes for the September 10, 2016 McCollar Park Grand Opening <br />Staff recommends Council approve the above minutes as presented. <br />F.1 Senior Housing Awareness Day - Tara Jebens-Singh, Adult Programs Coordinator <br />In the fall of 2015, the City of Hugo participated in a community engagement process initiated <br />by the White Bear Lake Area Schools regarding the area's aging population. A survey was <br />conducted which led to an on-going community forum, the creation of action teams, and the <br />generation of a number of actionable items to work toward a more age -friendly community. One <br />of the outcomes of the forum was to hold a Senior Housing Awareness Day to build awareness <br />of local senior housing options which may enable our aging residents to remain in the <br />community for as long as they desire. Tara Jebens-Singh, Adult Programs Coordinator with <br />White Bear Lake Area Schools Community Services and Recreation Department, will present <br />information about the senior community forum. Staff recommends Council approve the <br />proclamation declaring October 1, 2016 as Senior Housing Awareness Day. <br />G.1 Approval of Claims <br />City staff recommends Council approve the Claims Roster as presented. <br />G.2 Approve Annual Performance Review for City Clerk Michele Lindau <br />Michele Lindau was hired as the new City Clerk in the City of Hugo on January 1, 2008. <br />Michele was originally hired by the City of Hugo as a part time employee in 1997 and a full time <br />employee beginning May 1, 1999. City Administrator Bryan Bear recommends Council approve <br />the annual performance review for City Clerk Michele Lindau. <br />G.3 Approve Annual Performance Review for Public Works Worker Paul Christianson <br />The City of Hugo hired Paul Christianson as a Public Works Worker on September 27, 2004. <br />Public Works Director Scott Anderson recommends Council approve the annual performance <br />review for Public Works Worker Paul Christianson. <br />GA Approve Preliminary Tax Levy for 2017 <br />At its August 24, 2016, mid -year budget workshop, the City Council listened to a presentation <br />from Finance Director Ron Otkin highlighting revenues and expenditures to date as well as <br />projections for the 2017 fiscal year. It was the consensus of the Council that the 2017 <br />preliminary tax levy provide for no change in the urban tax rate. The total proposed 2017 <br />property tax levy of $5,928,521 keeps the urban tax rate at 36.323% of tax capacity while the <br />rural tax rate will decline by 0.03%. The proposed levy will allow the City to add an <br />investigator/deputy position to the law enforcement contract as well as an apprentice position in <br />
