the Street Department, both effective the first of next year. The Finance Director believes this <br />levy is sufficient to fund the operating and capital budgets in fiscal 2017 and recommends the <br />City Council approve the Resolution Approving the Preliminary Tax Levy Payable in 2017. <br />G.5 Approve Resolution Approving Conveyance of Tax Forfeited Land — Outlot B, Oneka <br />Lake View <br />Each year Washington County sends out a listing of tax forfeited parcels in the City. The City received a <br />letter stating that Outlot B, Oneka Lake View went into tax forfeiture this year. The previous owner <br />failed to pay the property taxes. After reviewing the subdivision files from 1998, it seems the area was <br />platted as an outlot because it was mostly wetlands and likely undevelopable. Staff recommends the City <br />Council approve the resolution conveying the outlot to the City for conservation purposes. <br />G.6 Approve Purchase of a 2017 Mack Single Axle Snowplow Truck <br />Included in the City's Equipment Purchasing Fund is $185,000 for the replacement of snow plow <br />truck #202-07 in the year 2017, following the City's 10 year equipment replacement schedule. <br />After reviewing the maintenance history for this truck, Public Works staff is recommending that <br />we continue to follow our 10 year replacement schedule and purchase the replacement in 2017 as <br />normally scheduled. Staff has received a trade-in appraisal of $40,000.00 for the existing 2007 <br />Sterling plow truck currently in operation. Staff feels this is an acceptable value for this truck <br />and will utilize this offer if the option of selling it outright does not yield a higher value. Staff <br />recommends that council authorize the trade-in of the 2007 Sterling and the purchase of a 2017 <br />Mack GU712 AF chassis and equip it with Henderson snowplow equipment at a total cost of <br />$178,284.00. It will take approximately 8-9 months to receive the completed truck after <br />ordering. Payment will be due upon delivery of the truck in the spring/summer of 2017. <br />G.7 Approve Special Event Permit for Cruise for Troops on September 24, 2016 <br />Cruise for Troops has submitted an application for an event where hot rods, muscle cars, and <br />motorcycles take part in a combined car and motorcycle cruise beginning and ending at Running <br />Aces in Columbus, MN. The route outlined in the application will involve roads in Columbus, <br />Hugo, May Township, Scandia, Marine on St. Croix, and Forest Lake. Roads in Hugo include <br />CSAH 4, TH 61, CSAH 8, and CSAR 7. The applicant has hired deputies from Anoka County, <br />Lino Lakes, and Washington County to be present at all major intersections. Cruise for Troops, <br />as part of the Tribute to the Troops 5016 Non -Profit organization, pays tribute to our fallen <br />soldiers while raising money to help fund the education of the children who are left behind. Staff <br />recommends Council approve the Special Event Permit for the Cruise for Troops event on <br />Saturday, September 24, 2016 <br />L1 Discussion on City Owned Property on Goodview Avenue <br />The Parks, Recreation, and Open Space Commission has been addressing resident concerns for a <br />city -owned property on Goodview Avenue. The City of Hugo acquired the 2.34 acre property in <br />1987 with the Hugo Meadows subdivision through park dedication. It is not suitable for <br />construction of a park due to limited access and site conditions. Youth have built pedal bike <br />jumps, knocked down branches, etc., at the property. There have been complaints about <br />undesirable behavior at the property and Washington County Sherriff's Office have been <br />involved. The City has limited options for what to do with the property because it was received <br />through park dedication and must be held in trust for the public's use. The Parks Commission <br />
