Request for a PUD Amendment and Site Plan for <br />"Victor Gardens South Village" for a dentist office on property located 14722 <br />Victor Hugo Boulevard. <br />DATE: September 1, 2016 for the City Council Meeting of September 6, 2016 <br />ZONING: Planned Unit Development (PUD) <br />60 -DAY REVIEW DEADLINE: November 5, 2016 (120 -days) <br />1. PLANNING COMMISSION UPDATE: <br />At its August 25, 2016, meeting the Planning Commission considered and held a public hearing <br />on the PUD amendment and site plan request. Staff recommended approval of the request. The <br />applicant spoke during the public hearing stating that she was excited to have found a site to <br />build a dental office to expand her existing business in Hugo. <br />There were two residents that spoke during the public hearing. The first was a residents stating <br />he did not think the building fit in with the other commercial buildings in Victor Gardens. The <br />second was also a resident, stating that she represented the Victor Gardens Master HOA Board. <br />She stated although they are excited to see the businesses expand and like the landscape plan, the <br />Architectural Review Committee (ARC) reviewed the plans and has comments. The comments <br />made were in regards to the front elevation not relating to the existing commercial buildings, <br />specifically the main entrance roofline and flared walls having a whimsical look and concerns <br />about the dormers not relating to the building. Staff clarified for the Planning Commission that <br />the applicant is not subject to the ARC committee approval process, however is required to meet <br />the intent of the Victor Gardens PUD. It is in staff's opinion that the applicant meets the intent of <br />the PUD in regards to architecture. The Planning Commission considered the comments and <br />generally agreed that they liked the design of the building as proposed. The applicant's architect <br />
