The building will also use architectural grade singles, as used on all the buildings in Victor Gardens South Village. The building has elements that relate to the other commercial buildings, as well as, includes "French Village" architectural elements. The use of similar architectural elements include, multi- dimensional roof, decorative brackets below the roof eaves, a stone gabled entry tower, decorative lighting, and dormers. The "French Village" architectural elements include, a steeply pitched hipped roof, the towered entry as a vertical element, use of stucco, decorative roof line, and roof dormers. The towered entry, multiple rooflines, and roof dormers create vertical and horizontal projections that visually break up the building walls. It is in staff's opinion that the proposed building meets the intent of the PUD design concept for Victor Gardens and the Commercial and Industrial Design Guidelines. Signage A master sign plan has been approved for the commercial portions of Victor Gardens South Village dated April 18, 2008. Although the applicant is not requesting approval of the signage, the proposed walls signs should be consistent with ordinance standards and the sign criteria for the commercial developments in Victor Gardens South Village. The sign criteria requires signs to be externally illuminated. The approved plans for Victor Gardens South Village includes the approval for the monument sign to be shared between this property and the Fairview building to the east. No additional monuments will be allowed. All signage will require a sign permit to be reviewed and approved by City staff. Staff has reviewed the PUD amendment and site plan for consistency with ordinance standards and the applicable PUD standards for Victor Gardens. Staff finds the proposed development complies with the intent of the original PUD approvals for Victor Gardens. The building layout and architecture is very well designed, as well as, meets the design standards of the PUD approvals. 7. STAFF RECOMMENDATION: Staff recommends approval of the PUD amendment and site plan for Sprouts Pediatric Dentistry, subject to the conditions listed in the resolution. S. PLANNING COMMISSION RECOMMENDATION: The Planning Commission unanimously recommended approval of the PUD Amendment and Site Plan to the City Council.
