Sprouts Pediatric Dentistry PUD Amendment and Site Plan
Page 5
that the requirements are met. Drainage from the site will enter an existing storm sewer system,
which will route stormwater to the existing stormwater ponds. Staff believes that the required
modifications can be made without major changes to the site plan.
Utilities
City utilities were constructed as part of the Victor Garden South Village project. Utilities are
available to the site, and the building will be connected as part of the project.
Lighting
The ordinance requires lighting to consist of cut-off fixtures and for light cast on adjacent
property and roads not to exceed '/z foot candle measured at the property line or 1 foot candle
measured at the street's centerline. The wall mounted light fixtures will be consistent with the
existing fixtures on the other commercial buildings in the Victor Gardens South Village
development. The proposed lighting plan meets ordinance requirements.
Building Architecture
One of the consistent themes of the Victor Gardens PUD has been the exceptional architecture
that has been maintained throughout the development. The previous plans and approvals for
Victor Gardens requires this development to be architecturally compatible with the rest of Victor
Gardens and require that all four sides of the commercial buildings will have comparable
finishes, leaving no underdeveloped backside of the building.
The PUD design concept for Victor Gardens is a "French Village" setting with buildings
constructed with a French/European architectural influence. Staff believes that the architectural
design standards are a key part of this project and believes the location of this building as the
western entrance to the Victor Gardens Development is particularly important. All developments
in the project were to receive approval from both the Victor Gardens Architectural Review
Committee (ARC) and the City.
The applicant has indicated that they don't believe that they are subject to review by the ARC for
this phase of the Victor Gardens South Village development. They have provided legal
documentation stating they are not subject to review by the ARC and the Victor Gardens ARC
has confirmed that the applicant's property does not require approval by the ARC. However, the
applicant is still required to meet the PUD design concept for Victor Gardens.
The proposed building is very well designed and appealing. The building is proposed to consist
of high quality and durable materials. The major exterior surfaces are EIFS/stucco and
manufactured stone. All four sides of the building receive equal treatment with the main entrance
clearly defined by a towered entry that projects outward from the building. The building
materials coincide with the surrounding commercial buildings in regards to color and the use of
similar architectural elements. The cobblestone used on the surrounding buildings has been
discontinued resulting in the use of a different, but similar stone. The EIFS/stucco will be a
