There is a 5 acre lot and 15 acre lot directly to the south of this <br />lot. <br />B. Natural Characteristics of Site <br />The property has varying topography with floodplain and wetlands on the eastern portion of the <br />site. <br />4. LEVEL OF DISCRETION IN DECISION-MAKING: <br />The City has limited discretion in approving or denying minor subdivision and property line <br />adjustment applications. The City's discretion is limited to whether or not the proposed minor <br />subdivision and property line adjustment meets the standards outlined in the Zoning Ordinance. <br />If it meets these standards, the City must approve the subdivision. <br />The City's discretion in approving or denying a variance is limited to whether or not the <br />proposed project meets the standards in the Zoning Ordinance for a variance. The City has a <br />higher level of discretion with a variance because the burden of proof is on the applicant to show <br />that they meet the standards in the ordinance. <br />5. ANALYSIS: <br />A. Consistency with Ordinance Standards <br />Minor Subdivision and Variance <br />Lot Size <br />The Agricultural (AG) zoning district requires a minimum lot size of 10 acres with a 300 foot <br />minimum width and a minimum depth of 480 feet. The applicant is requesting to subdivide a 20 <br />acre parcel to create a 15 acre parcel and a 5 acre parcel. Therefore, a variance is required for the <br />creation of the 5 acre parcel. <br />The proposed lots will meet the requirements with the 5 acre parcel having a 332 foot width and <br />the 15 acre parcel having a 989 foot width after the minor subdivision. The 5 acre parcel will <br />have a lot depth of 607 feet, and the 15 acre parcel will also have a lot depth of 607 feet after the <br />minor subdivision. <br />Variance for Lot Size <br />The applicant is requesting to create a 5 acre parcel, where 10 acres is the minimum lot size <br />required in the Agricultural (AG) zoning district. <br />Staff used these standards to review the variance request and finds the following: <br />
