Hugo City Council Meeting Minutes for October 3, 2016 <br />Page 4 of 6 <br />Mayor Weidt opened the public hearing. <br />Jun Cui, 1362 Rice Creek Trail, Shoreview, asked for clarification on the new billing procedure. <br />Tracy Weber, 60 Monarch Way, North Oaks, asked the Council to modify the policy to send <br />bills to the renter, but let the owner know when it is delinquent. She stated that the new <br />procedure would be an administrative burden on her. <br />There were no other comments, and Mayor Weidt closed the public hearing. <br />The Council talked about the burden to the City and how it was likely to increase. Also, the City <br />is receiving no reimbursement of the administrative costs to bill the renter and owner. City <br />Administrator Bryan Bear stated the Council decided years ago not to implement a rental license <br />ordinance, so the City is receiving no revenue on rental properties. <br />Petryk made motion, Klein seconded to approve ORDINANCE 2016-477 AMENDING <br />CHAPTER 82 -UTILITIES, ARTICLE II, DIVISION 2 — RATES AND CHARGES. <br />All Ayes. Motion carried. <br />Update on Neighborhood Meeting for Proposed North Sunset Lake Street Improvement <br />Proiect <br />The Council held a workshop on Monday, June 27, 2016 to discuss street capital improvement <br />projects. There was consensus among Council to move forward with the project ranked by staff <br />as priority one for a 2017 street improvement project. Priority one includes Homestead Avenue, <br />132nd Street, Homestead Drive, and 126th Street. At their July 5, 2016 meeting, Council <br />directed staff to hold a neighborhood meeting to present the project to the affected residents. <br />City Engineer Mark Erichson explained this meeting was held on Thursday, September 22, 2016 <br />where staff provided information on the project to the attendees. He presented to Council <br />information on the proposed improvements, estimated cost, and schedule for construction to <br />begin spring/summer 2017. He asked the Council for feedback and consideration to authorize a <br />feasibility study. <br />The Council generally agreed it would be a good project, and there were comments made that the <br />Public Works Department had done a good job keeping the roads in as best condition possible. <br />The Council was in favor of moving the forward with the project. <br />Klein made motion, Miron seconded to order a feasibility study to be done on this road project. <br />All Aye. Motion carried. <br />
