Hugo City Council Meeting Minutes for October 3, 2016 <br />Page 3 of 6 <br />Adoption of the Consent Agenda approved RESOLUTION 2016-32 APPROVING A SPECIAL <br />USE PERMIT AMENDMENT AND REVIEW OF THE SPECIAL USE PERMIT FOR BALD <br />EAGLE SPORTSMAN'S ASSOCIATION LOCATED AT 6557 125TH STREET NORTH. <br />Public Hearing on Assessments for the Oneka Lake Boulevard/147th Street Improvement <br />Project <br />At its September 6, 2016 meeting, the Council had adopted the resolution declaring costs to be <br />assessed for the Oneka Lake Boulevard/147th Street Improvement Project and scheduled the <br />hearing on the proposed assessments for this evening. City Engineer Jay Kennedy provided <br />background on the project showing pre -construction pictures and post -construction pictures <br />stating there was still final work to be done on the sod and final lift of asphalt. The entire cost of <br />the project was $1,388,000 total with 85% of it being paid with City funds ($1,187,575) and the <br />remaining $200,425 being assessed according to the city's assessment policy. Following <br />adoption of the assessment roll, each property owner will be mailed a notice with the assessment <br />information specifically to their property. <br />Mayor Weidt acknowledged that the road construction caused the residents many inconveniences <br />but felt it was a good project. He thanked the property owners for their patience. <br />Mayor Weidt opened the public hearing. <br />Kathleen Saniti, 5855 147th Street North, asked who would plow and cut the grass between the <br />street and the trail. Jay explained that the grass would be the property owner's responsibility. <br />Saniti asked if the deputies were going to continue to monitor speed. Kennedy explained that <br />approximately 30 citations had been issued and monitoring of the speed would continue. Saniti <br />asked that the deputies be patrolling between 6 and 7 when the speed was the worst. <br />There were no other comments, and Mayor Weidt closed the public hearing. <br />Petryk made motion, Klein seconded, to approve RESOLUTION NO. 2016-33 <br />ADOPTING ASSESSMENTS FOR THE 147th STREET/ONEKA LAKE BOULEVARD <br />STREET IMPROVEMENT PROJECT. <br />Ayes: Klein, Petryk, Miron, Weidt <br />Nays: None -------------- <br />Motion carried. <br />Public Hearing on Ordinance Amending City Code Chapter 82-68, Utility Billing <br />At its August 15, 2016 meeting, the Council was presented with a proposed ordinance change to <br />the utility billing and payment procedure for residential rental properties, and scheduled the <br />hearing on the proposed change for this evening. Accounting Clerk Anna Wobse explained to <br />Council the difficulties that occur when the utility bills are sent to the renter of properties, and <br />the proposed ordinance would mandate that all residential water and sewer accounts be billed <br />only in the name of the owner of the property served. This was proposed to be implemented for <br />first quarter 2017 utility bills. <br />
