Hugo City Council Meeting Minutes for November 7, 2016 <br />Page 2 of 9 <br />Approval of the Agenda <br />Weidt made motion, Klein seconded to approve the agenda as amended by adding a presentation <br />by Rick Gwynn. <br />All Ayes. Motion carried. <br />Donation to the Yellow Ribbon Network from the Hugo Seniors Club <br />The Hugo Senior Citizens Club held a Luncheon & Style Show on Tuesday, October 4, 2016 as <br />a fundraiser to benefit the Hugo Yellow Ribbon Network. Senior Club Officers Karen Pateck, <br />Barb Connelly, Kathy Engstrom, and Alice Christiansen were in attendance to present the <br />donation to the Yellow Ribbon. Barb Connelly explained the event was held in conjunction with <br />Christopher Banks and they received a lot of donations. The officers presented a check to the <br />Hugo Yellow Ribbon Network in the amount of $1,500. <br />Rick Gwynn Presentation <br />Minnesota National Guard had requested the Yellow Ribbon Network host the Youth Pheasant <br />Hunt for children of military members. Council Member Haas contacted Rick Gwynn who <br />assisted in raising awareness for the Hunt. <br />Rick explained he represented the White Bear Lake VFW, where he is the commander, and the <br />Suburban Ramsey County YRN who hold their Hamburger Night on Monday nights at the VFW <br />in White Bear Lake. He reached out to organizations and received $1,500, which he presented to <br />the YRN for the Youth Pheasant Hunt. He also explained that on October 8, the VFW had the <br />distinct honor of hosting eight of the Medal of Honor recipients, by serving breakfast and taking <br />them fishing with a group called "Fishing for Life" on White Bear Lake. Council Member Klein <br />also participated in the event. <br />Update on Rush Line Corridor — Ramsey County Regional Rail Authority Project <br />Manager Andy Gitzlaff <br />The Rush Line Corridor is a proposed public transit corridor running from the Union Depot in <br />downtown St. Paul to downtown Forest Lake, consisting of urban, suburban and rural stops. The <br />mode of transportation will consist of either bus rapid transit or light rail transit. Several <br />meetings have been held over the spring and summer to gather community input regarding the <br />possible transit routes and station locations. <br />Ramsey County Regional Railroad Authority Project Manager Andy Gitzlaff was in attendance <br />to provide the Council an update on the project. Gitzlaff explained it is still in the early pre - <br />project development stage, and a lot of progress has been made in the last year. Study area from <br />St. Paul to Forest Lake will connect major destinations, activities and job concentrations. <br />He talked about the evaluation criteria process used during Tier 1. They evaluated transit type <br />options and route options, which were narrowed down to four options that all end in White Bear <br />Lake with feeder lines to the north.
