TO: City Council <br />FROM: Bryan Bear, City Administrator <br />SUBJECT: 2017 Goals. <br />DATE: January 12, 2017 for the City Council workshop of January 17, 2017 <br />BACKGROUND: <br />Attached to this memo is a copy of the 2016 Goals approved by the City Council last year, as <br />well as the 2017 goals that were discussed in recent weeks by the Parks Commission, Planning <br />Commission, Economic Development Authority and Historical Commission. I'd encourage you <br />to review this information as you prepare the City's goals for 2017. As you know, staff uses the <br />goals developed by the Commissions and City Council to direct our work priorities in addition to <br />our daily work assignments. <br />Also attached are the legislative priorities from Washington County and Metro Cities. Please <br />review them. <br />In addition to the commission goals, I have discussed priorities with department heads and other <br />staff members. This year, we divided our discussions between items that we intend to spend <br />significant time on during 2017, and other projects that may be looming for the future. Below is <br />a selected list of some of the 2017 projects. At the end of this memo is a list of future projects or <br />initiatives that might stir discussion. <br />Infrastructure: <br />Pavement management program. In 2016, the city re-evaluated the streets CIP <br />program. Council decided to accelerate the program by dedicating additional funds. The city <br />uses a rating system for our city streets, which has been used to set priorities for the City's street <br />reconstruction program. Based on this rating system, the Council authorized a feasibility study <br />for reconstruction of a number of streets in the North Sunset Lake area in 2017. Later this year, <br />staff will provide the council with updates on the condition of city streets and long term <br />maintenance costs and will ask council to consider approving another street reconstruction <br />project for 2018. <br />Construction projects in 2017 will focus primarily on new public roads and utilities to <br />be constructed concurrent with private development. Aside from that, we are not anticipating <br />major projects to impact Hugo this year. As a reminder, the city approved a new gravel <br />specification in 2016, which should have a positive impact on our gravel roads. If conditions <br />
