Hugo City Council Meeting Minutes for May 2, 2016 <br />Page 4 of 7 <br />Approve Application for Water Surface Use Permit for Mike Ball on Round Lake <br />On behalf of residents living on Round Lake, resident Mike Ball had made application to the <br />City of Hugo for a water surface use permit to allow residents to water ski on the slalom course <br />on the lake and put a water ski jump on the lake. Washington County Sheriff's Department has <br />provided the application form that has been completed by Mike Ball. Adoption of the Consent <br />Agenda approved the application for a water surface use permit for a water skiing course on <br />Round Lake. <br />Approve Renewal of 2 a.m. Liquor License for Blue Heron Grill, Inc. <br />Blue Heron Grill, Inc., 14725 Victor Hugo Boulevard, had applied for renewal of its 2:00 a.m. <br />closing time license. City staff had reviewed the application and found it to be satisfactorily <br />complete. Adoption of the Consent Agenda approved the renewal of the 2:00 a.m. closing time <br />for the Blue Heron Grill. <br />Approve Amendment to Personnel Policy Retarding Fire Department Probationary Period <br />Fire Chief Kevin Colvard and Deputy Fire Chief Jim Compton Jr had recommended changes to <br />the Personnel Policy on the probation period and inclusion of language regarding training <br />bonuses. The revision permits the Fire Chief to reduce the 24 -month probation period to a <br />period not less than 12 months. It also allows for the payment of training bonuses after the <br />probation period and completion of specific courses. Adoption of the Consent Agenda approved <br />the amendments to the personnel policy. <br />Approve Board of Trustees Request for Increase in Lump. -Sum Pension <br />The Board of Trustees for the Hugo Firefighter's Relief Association formally requested City <br />Council ratification of an increase of $100 per year of service in their lump -sum pension benefit. <br />The Finance Department had reviewed this request and found it to be financially feasible and <br />consistent with the Pension Fiscal Policy adopted in April, 2012. Adoption of the Consent <br />Agenda approved to ratify the Board of Trustees request for a $100 increase in their lump -sum <br />pension benefit. <br />Approve Naming of McCollar Park in Fable Hills <br />At their April 13, 2016 meeting, the Park, Recreation, and Open Space Commission had made a <br />recommendation to name the new park in the Fable Hill neighborhood McCollar Park. The park <br />property was acquired through park dedication and has been improved to include a park shelter, <br />irrigated open space, and perimeter trees. Developer Len Pratt had recommended to the Parks <br />Commission that the property be named in honor of the former property owner which provides <br />not only a legacy but represents the historical character of the area. Adoption of the Consent <br />Agenda approved the naming of the park in Fable Hill to McCollar Park. <br />
