BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON MAY 16, 2016 <br />D. 1 April 28, 2016 Lions Park Workshop <br />D.2 April 30, 2016 Kidz In Biz <br />D.3 May 2, 2016 City Council Meeting <br />DA May 10, 2016 147th Street/Oneka Lake Boulevard Open House <br />Staff recommends Council approve the above minutes as presented. <br />FA Washington County Library Strategic Plan — Director Keith Ryskoski and <br />Commissioner Fran Miron <br />Washington County recently completed the library strategic planning process. This 20 -month <br />process involved more than 800 people. Public participation in the form of surveys, <br />questionnaires, forums, retreats, meetings and a public comment period resulted in a final <br />strategic plan released in February 2016. Washington County Library Director Keith Ryskoski <br />and Washington County Commissioner Fran Miron will be in attendance to present the plan and <br />answer questions on it. <br />G.1 Approval of Claims <br />Staff recommends Council approve the Claims Roster as presented <br />G.2 Approve Annual Performance Review for Public Works Worker Rick Kieffer <br />Rick Kieffer was re -hired by the City of Hugo on May 31, 2005 returning after a short period of <br />time in the private sector. Over the past eleven years, Rick has worked under the direction of <br />Public Works Director Scott Anderson who recommends Council approve the Annual <br />Performance Review for Public Works Worker Rick Kieffer. <br />G.3 Approve Special Event Permit for Forest Lake Wavemakers Color Run <br />Forest Lake Wavemakers has applied for a Special Event Permit for approval of a 5K Color Run <br />on Saturday, June 4, 2016 to be held at Woodloch Stables. This requires a Special Event Permit <br />approved by Council because the event is expected to draw between 300-500 participants. Staff <br />has worked with the applicant on the details and has been in contact with Woodloch Stables, who <br />indicated they are very well prepared for this event. Staff recommends Council approve the <br />Special Event Permit for the Forest Lake Wavermakers Color Run on Saturday, June 4, 2016 <br />GA Approve Special Event Permit for MS150 Bike Ride on Sunday, June 12, 2016 <br />The National MS Society holds a 150 -mile bike ride from Duluth to the Twin Cities each year in <br />June. The event is a fundraiser with proceeds going to finding a cure for Multiple Sclerosis. As <br />in past years, riders will be heading south through Hugo on Sunday, June 12, 2016. Event <br />organizers have been working with MnDot and have received a permit from Washington County <br />for the use of the Hardwood Creek Trail for this event. The City has also received a copy of the <br />certificate of insurance naming Hugo as additionally insured. Staff recommends Council <br />approve the use of the Hardwood Creek Trail for the MS 150 Bike Ride. <br />
