Victor Gardens North Village 71 Addition <br />Page 4 <br />Instead of the Vantage and Courtyard townhomes, the developer is proposing two new <br />products that have not yet been built in Victor Gardens. A slab on grade patio style home <br />and a slab on grade twinhome, both with optional lofts. <br />The slab on grade units are marketed towards empty nesters, retirees and active adults. <br />The buildings have a single level, optional lofts, 2 -car garages and covered porches. <br />These units provide a housing option that is limited in Hugo and staff believes this is a <br />good addition to the neighborhood. <br />The applicant has stated that the development will have a Horne Owners Association <br />(HOA) and maintenance would be provided for items, such as, common space, <br />landscaping, snow plowing, and garbage removal. <br />Building Materials /Elevations <br />The applicant has proposed vinyl lap and shake siding with aluminum trim, stone and <br />brick accents, and asphalt roofing. Material samples and details have been provided. <br />Staff reviewed the plans to ensure that building elevations now approved were consistent <br />with the architectural quality previously approved and the Hugo Multi -family Design <br />Guidelines. <br />The guidelines suggest the following: <br />• Higher quality materials (other than lap siding) shall cover at least 25% of the <br />building and should be incorporated on all sides. <br />• Architectural elements used on the front elevation (such as brick or stone, <br />shutters, etc) shall be continued on all elevations. <br />• Garage doors should match the main color of the unit. <br />• A variety of colors are encouraged to be used on the units. <br />• Mechanical equipment shall screened in an aesthetically plcasing fashion, such as <br />landscaping. <br />The applicant has provided several different color packages that emphasize the <br />beige/grey color palette, with some contrast proved primarily by, the gables, with <br />horizontal siding and shake colors. All garage doors should be a color to minimize the <br />impact of the garages. <br />Staff finds that in general, the proposed units meet the intent of the Victor Gardens PUD <br />and the Multi -family Design Guidelines, however; we note the following for Planning <br />Commission consideration: <br />The patio home units and the twinhome units should provide additional <br />architectural elements, from the front elevations, on the side and rear elevations. <br />This will be different for each elevation, but the architectural elements used on the <br />front elevation (such as brick or stone, shutters, etc) shall be continued on all <br />elevations. <br />
