Hugo City Council Meeting Minutes for February 6, 2017 <br />Page 3 of 7 <br />Approve Appointment of Andrew Tiernlund on the Planning Commission <br />On October 20, 2015, Council conducted interviews to fill a vacancy on the Planning <br />Commission. Andrew Tjernlund interviewed at that time along with two other candidates. They <br />were all very qualified to serve; however, Lynn Patzner was selected to fill the vacancy. <br />Commissioner Patzner has since resigned from the Planning Commission. Adoption of the <br />Consent Agenda approved the appointment of Andrew Tjernlund as a Planning Commissioner to <br />fill the vacancy with a term to end on December 31, 2020. <br />Approve 2017 Spring and Fall Cleanup Dates for April 22, 2017 and October 14, <br />Public Works Director Scott Anderson worked with Washington County to secure Saturday, <br />April 22 and October 14 for the spring and fall cleanup dates. As in the past, the event will take <br />place at the Public Works Building from 8 a.m. to noon. Adoption of the Consent Agenda <br />approved April 22 and October 14 as the spring and fall Citywide Cleanup dates for 2017. <br />Approve Advertisement of Bids for the 2017 Dust Control & oiect <br />Staff requested authorization from the City Council to advertise for bids for the City's 2017 <br />gravel road dust control project. The City of Hugo currently applied dust control to <br />approximately 28 miles of gravel roads located within its municipal boundaries. Following <br />City Council approval, staff will advertise and solicit bids through the City newspaper and hold <br />a bid opening at 1:15 PM on March 22, 2017. This will be followed by the Council <br />considering bids in April. The dust control/stabilization would be applied in two separate <br />applications, once in mid-May and again in early to mid-August. Adoption of the Consent <br />Agenda approved authorization to advertise for bids for the City's 2017 gravel road dust <br />control project. <br />Approve Advertisement of Bids for the 2017 Seal Coating Proiect <br />Each year, the City of Hugo seal coats a portion of its bituminous roads. Staff requested <br />authorization from the City Council to advertise and solicit bids through the City newspaper <br />and hold the bid opening at 1:00 PM on March 22, 2017. This will be followed by the Council <br />considering bids in April. Work would take place during the months of July and August. <br />Adoption of the Consent Agenda approved authorization of advertisement of bid for the 2017 <br />seal coating project. <br />Approve Authorization of Distribution of EAW for Public Comment - Adelaide Landing <br />The Planning Commission and City Council had reviewed a concept plan for the proposed <br />Adelaide Landing residential development, previously known as Terre De Leau, consisting of 324 <br />housing units on approximately 217 acres of land. The concept plan included property north of <br />130th Street and east of Highway 61. The proposed project is large enough to trigger the mandatory <br />EAW requirement by State Statute. An EAW had been prepared to be sent out for public comment. <br />The first step of the review process was for the City Council to authorize staff to distribute it. <br />Adoption of the Consent Agenda authorized distribution of the EAW for public comment. <br />Approve Ordinance Repealing Hugo City Code, Section 38, Individual Sewage Treatment <br />
