There is thought that tax collected would adequately fund both the County and <br />State share with a continued partnership with the Federal Government; however, there are <br />concerns over the change in leadership at the federal level and whether they will remain a <br />partner. <br />To terminate CTIB, it would be agreed that all outstanding bonds would be satisfied, operating <br />commitments would be assumed by counties and divided by projects, and all county boards <br />would agree to impose a new sales tax no less than a quarter of one percent to go to transit and <br />transportation purposes. Under State Statute 992, counties are allowed to collect the quarter <br />percent tax for transit specifically. Under 993, one-half percent can be collected and used for <br />transit and transportation, which could result in lower property taxes. <br />Recently, Dakota County has given their notice to leave CTIB and have three years to cover their <br />debt obligations while tax continues to be collected and go to the CTIB. To disband, there needs <br />to be a unanimous vote from all county boards. There wasn't a vote on Friday and they will be <br />discussing it further. Dakota County is a critical vote. <br />A workshop is scheduled for March 14 at the County Government Center to talk about the <br />dissolution of CTIB and the draft 993 transportation plan. On March 21, there is a public hearing <br />at the regular Tuesday board meeting regarding CTIB and reimplementation of the county <br />transportation sales tax. On March 28, there could be a vote on the policy direction to disband, <br />which could be done in one or two resolutions. For <br />the past eleven years, Debi has performed customer service duties both at the front counter and <br />on the telephone scheduling inspections with contractors.
