Hugo City Council Meeting Minutes for March 6, 2017 <br />Page 5 of 6 <br />and 126th Street. City Engineer Mark Erichson provided Council a recap of the meeting, and <br />requested approval of plans and specifications, and authorize advertisement of bids. <br />Klein made motion, Petryk seconded, to approve RESOLUTION 2017 — 3 A RESOLUTION <br />APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR <br />BIDS FOR THE NORTH SUNSET LAKE AREA STREET IMPROVEMENT PROJECT <br />Ayes: Haas, Klein, Petryk, Miron, Weidt. <br />Nays: None <br />Motion carried.RR,,. <br />Update on Comprehensive Plan Joint Workshop held on February 27, 2017 <br />A joint workshop was held with members of the Planning Commission, EDA, Historical <br />Commission, and Parks Commission as a kick-off to the 2040 Comprehensive Plan update. <br />Planner Rachel Juba provided a recap of the workshop stating there was a great turnout. The <br />group participated in a SWOT exercise to identify strengths, weaknesses, opportunities and <br />threats. Juba described the Commissions and Council's roles in the process and explained the <br />importance of public engagement. She provided a meeting schedule and encouraged everyone to <br />watch the City's website and sign up for email updates. The next Comprehensive Plan <br />discussion will take place at the Parks Commission meeting on March 15, 2016 and a public <br />visioning workshop will be held on April 19, 2016. <br />Petryk made motion, Miron seconded, to schedule a meeting to attend the Wednesday, April 19, <br />2016 visioning workshop to be held at 7 p.m. at Hugo City Hall. <br />All Ayes. Motion carried. <br />Update on Water Reuse Projects <br />WSB Engineer Erin Heydinger provided an update to Council on the status of the Waters Edge, <br />Frenchman Road/CSAH 8 and the Beaver Ponds Park water reuse projects. The Beaver Ponds <br />project was substantially completed in the fall of 2016 and is set to start up in the spring. The <br />City had received $50,000 in funds from the Metropolitan Council for this project. The City had <br />been awarded funds from the Rice Creek Watershed District in the amount of $60,000 for the <br />Frenchman Road/CSAH8 project. There is also a potential for funding from the Metropolitan <br />Council through the Rice Creek Watershed District for $200,000. The total cost for that project is <br />estimated at $485,000. The Waters Edge Townhome project was awarded $200,000 from <br />Metropolitan Council and $30,000 from the Rice Creek Watershed District. On March 7, 2017, <br />the City will be meeting with the Waters Edge Townhome Association to present the use <br />agreement on maintenance details. The agreement will come back to the Council for approval. <br />The City will advertise for bids and construction would begin this summer. <br />Erin also spoke about Stormwater Appropriations Permit. Currently, a permit is required for water <br />reuse projects, which has been proven to be burdensome. Legislation had been introduced in both <br />the Senate and House that proposes stormwater be exempt from the appropriation permits process. <br />
