City Engineer Mark Erichson provided Council a recap of the meeting, and requested approval of plans and specifications, and authorize advertisement of bids. Klein made motion, Petryk seconded, to approve RESOLUTION 2017 — 3 A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS FOR THE NORTH SUNSET LAKE AREA STREET IMPROVEMENT PROJECT Ayes: Haas, Klein, Petryk, Miron, Weidt. Update on Comprehensive Plan Joint Workshop held on February 27, 2017 A joint workshop was held with members of the Planning Commission, EDA, Historical Commission, and Parks Commission as a kick-off to the 2040 Comprehensive Plan update. Planner Rachel Juba provided a recap of the workshop stating there was a great turnout. The group participated in a SWOT exercise to identify strengths, weaknesses, opportunities and threats. Juba described the Commissions and Council's roles in the process and explained the importance of public engagement. She provided a meeting schedule and encouraged everyone to watch the City's website and sign up for email updates. The next Comprehensive Plan discussion will take place at the Parks Commission meeting on March 15, 2016 and a public visioning workshop will be held on April 19, 2016. Petryk made motion, Miron seconded, to schedule a meeting to attend the Wednesday, April 19, 2016 visioning workshop to be held at 7 p.m. at Hugo City Hall. All Ayes. Motion carried. Update on Water Reuse Projects WSB Engineer Erin Heydinger provided an update to Council on the status of the Waters Edge, Frenchman Road/CSAH 8 and the Beaver Ponds Park water reuse projects. The Beaver Ponds project was substantially completed in the fall of 2016 and is set to start up in the spring. The City had received $50,000 in funds from the Metropolitan Council for this project. The City had been awarded funds from the Rice Creek Watershed District in the amount of $60,000 for the Frenchman Road/CSAH8 project. There is also a potential for funding from the Metropolitan Council through the Rice Creek Watershed District for $200,000. The total cost for that project is estimated at $485,000. The Waters Edge Townhome project was awarded $200,000 from Metropolitan Council and $30,000 from the Rice Creek Watershed District. On March 7, 2017, the City will be meeting with the Waters Edge Townhome Association to present the use agreement on maintenance details. The agreement will come back to the Council for approval. The City will advertise for bids and construction would begin this summer. Erin also spoke about Stormwater Appropriations Permit. Currently, a permit is required for water reuse projects, which has been proven to be burdensome. Legislation had been introduced in both the Senate and House that proposes stormwater be exempt from the appropriation permits process.
