BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON APRIL 3, 2017 <br />D.1 Minutes for the March 20, 2017 City Council Meeting <br />Staff recommends Council approve the minutes for the March 20, 2017 City Council meeting as <br />presented. <br />F. Northeast Youth & Family Services Annual Report -President and CEO Jerry Hromatka <br />The City of Hugo is in partnership with NYFS for mental health and social services serving <br />people of all ages, abilities and backgrounds. NYFS President and CEO Jerry Hromatka will <br />present to Council their annual report. <br />F.2 Update on Lake Links Trail — Mike Brooks <br />Mike Brooks and Steve Wolgamot will provide an update from the Lake Links Association. The <br />Lake Links Association is a new coalition of Washington and Ramsey county residents and <br />decision makers who are coming together to complete a route for safe walking and biking around <br />White Bear Lake. The City of Hugo has had a role in developing trails for regional use by <br />supporting their work. Staff recommends Council listen to their presentation and approve the <br />resolution supporting the planning, funding, and construction of the Lake Links Trail Network <br />around White Bear Lake. <br />G.1 Approval of Claims <br />Staff recommends Council approve the Claims Roster as presented. <br />G.2 Approve Letter of Intent to RCWD for Met Council Stormwater Grant <br />The City would like to cooperate with the Rice Creek Watershed District in applying for a <br />stormwater grant for the CSAH8 water reuse project. The Metropolitan Council Stormwater <br />Grant will provide partial funding for the project, however the Rice Creek Watershed District <br />must be the applicant and apply for the funds. The Met Council will provide 75% of the cost and <br />the City will provide the remaining 25%, except the RCWD may provide cost -share. Staff has <br />prepared a letter of intent as a precondition of the RCWD's application to the Met Council and <br />recommends Council approve the letter for signature. <br />G.3 Approve Property Line Adiustment at 7416 132,d Street North — Stedt <br />Dean and Rosalie Stedt are requesting approval of a property line adjustment for properties <br />located west of Homestead Avenue and north of 132nd Street. Parcel A is 13.10 acres and <br />Parcel B is 29.89 acres in size; containing a single family home with outbuildings. The <br />applicants are proposing to adjust the common property line between the properties. This action <br />will result in Parcel A totaling 31.02 acres and Parcel B totaling 11.93 acres in size. Staff finds <br />that both properties conform to all applicable regulations in the City Code and will continue to <br />comply after the property line adjustment. Staff recommends approval of the resolution <br />approving a property line adjustment for Dean and Rosalie Stedt. <br />
