Hugo City Council Meeting Minutes for March 20, 2017 <br />Page 2 of 4 <br />with AED's. This program will be tracked for effectiveness. Colvard provided goals for 2017, <br />which include focusing on recruiting daytime firefighters and mutual aid with Lino Lakes and <br />Centennial Fire Departments. <br />The Council expressed their gratitude and support for the department. <br />North Memorial Annual Report <br />Rick Wagner, Director of Outstate and Ancillary Services for North Memorial, and Terry Nelson <br />Manager for the Lakes Region Area, presented the 2016 annual report on ambulance service. <br />North Memorial became the primary ambulance provider in August 2016 and added a staffed <br />truck to be in Hugo 12 hours per day. Terry showed the coverage areas, which change during the <br />day dependent on how many trucks are covering the Primary Service Area (PSA). He reviewed <br />the run distributions and average response time stating the average for the region is 8:27 and <br />Hugo is 8:33. There were a total of 650 responses in Hugo with 410 being transported and <br />treated. The 911 patient destination showed St. John's Hospital as being the hospital of choice. <br />Call volume is expected to increase with development and base coverage areas will continue to <br />change. Rick and Terry stated they enjoy their relationship with the Hugo Fire Department. <br />The Council stated they felt the residents were being well served. <br />Approval of the Consent Agenda <br />Miron made motion, Klein seconded, to approve the following Consent Agenda items. <br />Approval of Claims <br />2. Approve Annual Performance Review for Finance Director Ron Otkin <br />3. Approve Contract for New Electrical Inspector Brian Nelson <br />4. Approve Extension of Filing Timeline for Minor Subdivision for Sathre Property <br />5. Approve RCWD Cost -Share Agreement for CSAH 8 Stormwater Reuse Project <br />6. Approve Firefighter Andy Churchill's Return from Leave of Absence <br />All Ayes. Motion carried. <br />Approval of Claims <br />Adoption of the Consent Agenda approved the Claims Roster as presented. <br />Approve Annual Performance Review for Finance Director Ron Otkin <br />Ron Otkin was hired as the City's Finance Director on April 3, 1989. For the past 28 years, Ron <br />has conducted duties related to the City's Finance Department. Adoption of the Consent Agenda <br />approved the annual performance review for Finance Director Ron Otkin. <br />
