Hugo City Council Meeting Minutes for March 20, 2017 <br />Page 3 of 4 <br />Approve Contract for New Electrical Inspector Brian Nelson <br />Dave Kichler had been the contract electrical inspector since July 2011 and recently gave his <br />notice of retirement due to health reasons. Dave had worked with Brian Nelson in the electrical <br />field since 2010 and highly recommended Brian be his replacement. Adoption of the Consent <br />Agenda approved Brian Nelson as the new contract electrical inspector for the City of Hugo. <br />Approve Extension of Filing Timeline for Minor Subdivision for Sathre Property <br />On October 17, 2007, the City approved a minor subdivision request, made by the Sathres, to <br />subdivide a 30 -acre parcel, located south of 132nd and west of Ingersoll Avenue, into a 20 -acre <br />parcel and a 10 -acre parcel. The minor subdivision was never filed at Washington County. Per <br />Section 90-337 of the City Code, the filing timeline for a minor subdivision is 60 -days from date <br />of approval. The applicants were unaware of a filing deadline and requested to file the minor <br />subdivision, which still met all zoning requirements for approval. Adoption of the Consent <br />Agenda approved the extension of the filing timeline for the minor subdivision for the property <br />located south of 132nd Street and west of Ingersoll Avenue. <br />Approve RCWD Cost -Share Agreement for CSAH 8 Stormwater Reuse Project <br />The City had been informed by the Rice Creek Watershed District the application for the Urban <br />Stormwater Remediation Cost -Share Program was approved for up to $60,000 in funding. These <br />funds will be used in the CSAH8 Stormwater Reuse Project. Adoption of the Consent Agenda <br />approved the Cost -Share Agreement with the Rice Creek Watershed District. <br />Approve Firefighter Andy Churchill's Return from Leave of Absence <br />At its November 7, 2016 meeting, Council approved a Leave of Absence for Firefighter Andy <br />Churchill effective October 16, 2016. Andy had returned to the Fire Department and wished to <br />be reinstated as a regular firefighter. Adoption of the Consent Agenda approved the return of <br />Andy Churchill from his Leave of Absence. <br />Update on Cleaning Branch 1 of Judicial Ditch 2 <br />John Waller, 14010 Homestead Avenue, is a Hugo resident who also serves on the Rice Creek <br />Watershed District Board of Managers. John talked about a recent workshop at the RCWD <br />where there was discussion on the profiles of Judicial Ditch 2 and the weir, and the elevations of <br />Rice Lake and the surrounding wetlands. There is a planning session scheduled for April 19 and <br />he asked the Council to think about the planning procedure for the lake and to work with the <br />RCWD, the County, and private land owners on how to create property development and <br />capitalize by providing drainage and creating wetland credits. <br />Update on Yellow Ribbon Network <br />Council Members Chuck Haas and Phil Klein provided an update on the activities of the Yellow <br />Ribbon Network to date. There were 1000 care packages sent to soldiers in Djibouti, and <br />another 1000 will be sent next week to Korea and Afghanistan. Another packing event is <br />
