Hugo City Council Meeting Minutes for April 17, 2017 <br />Page 6 of 7 <br />Ayes: Haas, Klein, Petryk, Miron, Weidt <br />Nays: None <br />Motion carried. <br />Approve Plans and Specifications, and Authorize Advertisement of Bids for the Water's <br />Edge Stormwater Reuse Proiect <br />City Engineer Mark Erichson provided an update on the Waters Edge Stormwater Stormwater <br />Reuse Project. He reminded Council City they had recently approved the preparation of plans <br />and specifications, and work had been done with the Homeowners Association on a use <br />agreement. The first phase of the project would include the portion of the Water's Edge <br />development south of Evergreen Drive and north of Frenchman Road. He reviewed items in the <br />use agreement and talked about the design, stating the pipe has been oversized to accommodate <br />the next phase of another potential project to the north. The Rice Creek Watershed District and <br />the Metropolitan Council have provided grant funds to assist with the cost of this project. The <br />City's estimated cost is $303,200, which was expected to be reimbursed through fees charged to <br />the HOA. Erichson requested approval of the plans and specifications and authorization to <br />advertise for bids with construction to begin in the fall. <br />Petryk made motion, Klein seconded, to approve the plans and specifications and authorize the <br />advertisement for bids. <br />All Ayes. Motion carried. <br />Update on April 19, 2017 Comprehensive Plan Open House <br />An open house to begin the visioning process on the 2040 Comprehensive Plan update <br />was held on Wednesday, April 19, 2017. Planner Rachel Juba stated that approximately <br />130 people attended the open house, and the City received many comments. Staff was <br />still receiving input, and there was a survey available on the City's website. Rachel <br />summarized the comments received so far and informed Council of upcoming meetings. <br />The next workshop was scheduled for May 16 with the Urban Land Institute, which is a <br />non-profit research and educational organization that provides advisory services to the <br />public sector free of cost. The Comprehensive Plan will also be discussed at the Planning <br />Commission meeting on June 8, and a public open house was scheduled for June 13, <br />2017. <br />Miron made motion, Klein seconded, to schedule a meeting for May 16, 2017 at 5 p.m. to attend <br />the City Council/Planning Commission workshop. <br />All Ayes. Motion carried. <br />Petryk made motion, Klein seconded, to schedule a meeting to attend the public open house on <br />June 13, 2017 at 7 p.m. <br />All Ayes. Motion carried. <br />
