BACKGROUND: <br />Memorandum <br />Flips Gymnastics Booster Club has submitted a Special Event Permit application for <br />approval of a 5K Color Run on Saturday, June 10, 2017. This event requires a Special <br />Event Permit approved by Council because the event is expected to draw between 300- <br />600 participants and will include the use of City property and trail. <br />2. DESCRIPTION OF EVENT: <br />The Color Run is a fund-raising event for the Flips Gymnastics Booster Club. The run <br />will be on the Hardwood Creek Trail and begin and end at Lions Park. Registration will <br />take place under the pavilion at the Park, and the race will begin east of the tennis court in <br />the gravel parking lot around 9 a.m. The intersection of Fitzgerald Avenue/Upper 146a' <br />Street will be temporarily closed so runners can safely access the trail on the south side of <br />the City Hall building and enter onto the Hardwood Creek Trail. Adult crossing guards <br />will be at intersections along the trail to direct runners, and there will be color stations <br />along the route where participants are sprayed with a non-toxic water-soluble color. <br />Water will be available along the route for runners and snacks will be available at the <br />finish. <br />This Color Run is being held in conjunction with Hugo Good Neighbor Days, and the <br />applicant has worked closely with the Lions Club on the details of the event. The run is <br />anticipated to be concluded by 10:30, prior to the beginning of the Good Neighbor Days <br />Parade at 11:00 a.m. <br />3. REQUIREMENTS: <br />The applicant has provided the City the completed permit and permit fee. In accordance <br />with this permit, the applicant shall conduct the event as described herein and meet the <br />following conditions: <br />
