DESCRIPTION OF REQUEST: <br />The applicant is requesting approval of a site plan to construct a 36,854 square foot <br />manufacturing, warehouse, and office facility on Lot 2, Block 1, Bald Eagle Industrial Park Sixth <br />Addition. The 4.7 acre lot is generally located north of 130th Street and east of Fenway <br />Boulevard. <br />3. CONTEXT: <br />A. Surrounding Land Use and Zoning <br />The properties to the north, east, and south are all part of the Bald Eagle Industrial Park. The <br />properties are zoned General Industrial (I-3) and are occupied by industrial businesses. The <br />properties to the west are zoned Medium Density Multiple Family Residential (R-5) and are <br />occupied by townhome developments. <br />B. Existing Site Characteristics <br />The 4.7 acre property has no wetlands and is buildable. The site has remained vacant for several <br />years and is relatively flat with few trees. The property has a 60 -foot -wide roadway easement <br />located across the east property line and the easement continues south to 130th Street. <br />4. BACKGROUND: <br />In July 2016, the City Council approved a preliminary plat and final plat to allow for a 9.42 acre <br />parcel to be split into two 4.71 are parcels. At that time, the applicant only requested approval <br />for the lot split and no approval for development was proposed. For that reason, the applicant <br />must request approval of a site plan for the development of a manufacturing, warehouse, and <br />office facility on Lot 2, Block 1, Bald Eagle Industrial Park Sixth Addition. <br />5. ANALYSIS: <br />A. Level of City Discretion in Decision -Making <br />The City's discretion in approving or denying a site plan is limited to whether or not the <br />proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements. If <br />it meets these standards, the City must then approve the site plan. <br />B. Consistency with Ordinance Standards <br />Site Plan <br />Setbacks <br />The proposed development complies with the 30 -foot front and rear yard setback. The ordinance <br />requires a side yard setback equal to the height of the building, in no case less than ten (10) feet, <br />
