Western Spring Site Plan
Page 4
Because of a sloped roof, the currently proposed parapet is three (3) feet from the roof line at the
south elevation and a few inches from the roof line at the north and west elevation. Staff is
concerned about the proposed parapet not providing screening, specifically on the north and west
elevations. It was in staff's opinion to alter some architectural element to screen the units.
The applicant has addressed staff concerns by proposing to raise the wall height in a select few
locations where the mechanical units are proposed to be located. Staff will keep the condition in
the resolution that if the proposed screening methods do not actually screen the equipment, the
applicant will have to provide screening by other means before the issuance of a certificate of
occupancy.
The ordinance requires all exterior storage areas to be screened from view from the adjacent
properties. All exterior storage areas are required to be stored on pavement. The applicant is not
proposing any exterior storage.
Street Access and Vehicle Circulation
The site has access from Fenway Boulevard North. The applicant is proposing 2 entrances into
the site, with the southern entrance proposed specifically for semi -truck access to the loading
docks. Staff is comfortable with the access to the site.
The applicant has proposed keeping truck traffic separate from regular vehicle traffic. They have
shown a turning model for the movement of the semi -trucks. If the applicant decides to change
this model in the future, they have accommodated circulation for semi -trucks to exit out of the
north entrance, as well. Staff is comfortable with the circulation of the site.
The property has a 60 -foot -wide roadway easement located across the east property line and the
easement continues south to 130th Street. The easement currently does not have an improved
roadway, however could be used to provide access to the site in the future; a roadway would
need to be constructed to do so.
Parking
Section 90-253 of the City Code provides parking requirements. Based on the proposed use and
the size of the building, 81 parking spaces are required. The plan shows 29 parking spaces with
52 parking spaces shown as proof of parking. The applicant has indicated that they currently
employ 15 people in two shifts. Eight (8) team members begin at 6:00 am and seven (7) team
members begin at 7:00 am. With the number of employees and the staggered shifts, staff is
comfortable with the request of constructing 29 parking spaces. Staff is comfortable with the
proof of parking concept and has added a condition that at any time deemed necessary by the
City the applicant will be required to construct the proof of parking.
