Western Spring Site Plan
Page 5
Trails
There is a City trail on the west side of Fenway Boulevard North. The applicant is not proposing
any sidewalks or trails with this development.
Building Architecture
The building material for the Western Spring facility consists of precast tip -up concrete panels.
The intent is to ensure the building is constructed of quality materials that require minimum
maintenance. The applicant has provided elevations that show colorations that include buffs,
tans, browns, and reds. The concrete panels are proposed to have an aggregate panel texture.
These elements, the addition of windows on all elevations, and the use of awnings on the north
elevation, visually break up the massing of the building walls.
It is in staff's opinion that the proposed building is well designed and appealing and meets the
Commercial and Industrial Design Guidelines.
Signage
The applicant is proposing a sign on the west elevation of the building. Staff has discussed with
the applicant that a sign permit application will be required before the installation of any sign on
the property or building. It has been added as a condition that a sign permit application will be
required to be reviewed and approved by City staff prior to any sign installation.
DrainagelGrading
The property is within the drainage area of the Bald Eagle Industrial Park Pond project
completed when the Industrial Park was developed. As a result, a portion of the stormwater
storage and treatment requirements are met. The rules of Rice Creek Watershed District for
Stormwater Management (in addition to City requirements) apply to the site. The applicant has
proposed an infiltration basin and a pretreatment basin to address these requirements. The basin
has been sized to accommodate the proposed building, and all parking areas, including the proof
of parking. The infiltration basin would hold and additional 0.9 acres that may be used with
future building expansion. City staff will continue to work with the applicant to address
technical design and other minor issues, which generally will not affect the site plan, as the
project moves forward.
The City stormwater trunk fee will apply to these parcels, and will be calculated and collected at
the time of building permit.
The applicant has proposed an outlet located on the southern property line. This outlet is
proposed to collected drainage from the proposed site as well as a site the applicant owns along
130th Street North. Because of this, staff has required the applicant to draft and execute a
stormwater drainage and maintenance agreement between the two parcels, which will be added
as a condition of approval.
