Western Spring Site Plan
Page 6
Utilities
Sanitary sewer service is available within Fenway Boulevard via the Met Council Environmental
Services (MCES) Forest Lake Interceptor. Direct connection to the MCES sewer is not allowed;
however, the plat documents show sewer stubs near the south property line of Lot 2 and the north
property line of Lot 1. These stubs should be verified by the applicant before any development
occurs on site. If the sewer stub is not present as it is currently shown on the plans, the
contractor is to coordinate the connection and any corresponding permitting with the City to
excavate in the City street and with Metropolitan Council Engineering Services to connect to the
MCES interceptor.
Water service is available to the property from within Fenway Boulevard. These stubs should be
verified by the applicant before any development occurs on site. If the water service stub is not
present as it is currently shown on the plans, the contractor is to coordinate the construction and
any corresponding permitting with the City to both excavate in the City street and to connect to
the existing watermain.
All utility connection fees will apply to this lot and will be calculated/collected at the time a
building permit is issued.
Wetlands
In 2013, the Technical Evaluation Panel (TEP) determined there are no wetlands on the property.
Park Dedication
Park dedication fees do not apply to industrial properties.
6. CONCLUSION:
Staff has reviewed the site plan for consistency with ordinance standards and the
commercial/industrial design guidelines. Staff finds the proposed development complies with
ordinance standards and the commercial/industrial design guidelines.
7. PLANNING COMMISSION RECOMMENDATION:
The Planning Commission agreed that the applications met the necessary requirements to
approve the site plan and recommended approval to the City Council with the conditions listed in
the resolution.
8. STAFF RECOMMENDATION:
Staff recommends approval of the site plan for Western Spring, subject to the conditions listed in
the resolution.
