City -of Hugo
Scope of work — 2017 Water Efficiency Grant Match
1. The grantee will utilize county funds towards the "local" match for Metropolitan Council
Environmental Services (MCES) Water Efficiency Grant, as identified in Minnesota
2015 Session Law Ch. 2, Art. 2, Sec. 9.
2.
3. The grantee will provide all completed forms and information for the MCES program to
the County, on the same schedule as required by MCES.
4. The county portion of funds cannot be used to make up the difference for a rebate or
grant, to equal 100% of the cost of the equipment. In other words, the rebates or grants
offered or used by the grantee must follow MCES guidelines and not cover 100% of the
cost.
5. In the event that the grantee does not receive a MCES Water Efficiency grant, they must
work with the County to identify alternative uses of the funds, including but not limited
to: setting up a separate rebate/grant program for water efficiency or developing outreach
and education materials. The county must agree, in writing, to alternative use of the funds
and reserves the right to deny and request return of funds.
