Adelaide Landing Residential Development EAW, Hugo January 31, 2017 <br />intersection of 130th Street and TH 61 is signalized, but also because 130th Street is <br />slated for future improvements to collector standards. <br />As background traffic builds, signalization may be warranted in the future at TH 61 & <br />137th Street N. <br />Further, signal timing modifications may be warranted at the existing signalized <br />intersections of TH 61 at 130th Street N. and at 140th Street N. Both intersections are <br />part of an actuated coordinated signal timing plan along TH 61, which cycle lengths of <br />160 seconds during the a.m. peak and 150 seconds in the p.m. peak. Short term demand <br />(to year 2022) operating under existing signal timings will operate acceptably, but as <br />traffic builds to year 2040, the increased traffic demand will cause side street <br />approaches to operate unacceptably. Therefore, MnDOT may consider modifications to <br />signal timings along TH 61. <br />Widening to four lanes with turn lanes may become necessary at some point prior to <br />2040, as traffic volumes along TH 61will increase to unacceptable levels of operational <br />performance. Although not programmed, that reconstruction, as well as revised signal <br />timings at 130th and 140th Streets may be modifications MnDOT and others should <br />consider. <br />c. Identify measures that will betaken to minimize or mitigate project related transportation effects. <br />The Adelaide Landing development has been designed to incorporate curvilinear alignment to <br />streets. This will reduce traffic speeds and encourage driver safety. Further, no residential units abut <br />TH 61 or 130' Street North, so as to segregate residential neighborhood traffic from arterial traffic. <br />Existing signal timings operate acceptably at the signalized intersections for the year 2020 scenarios. <br />As background traffic builds to year 2040, signalization may be warranted in the future at TH 61 & <br />137th Street N. Further, signal timing modifications will likely be warranted at the existing <br />signalized intersection of TH 61 & 130th Street N and at 140th Street N by year 2040. <br />A mitigation plan has been included in the traffic impact study that include strategies that will <br />accommodate the proposed development plan now and in the future. <br />MITIGATION STRATEGIES <br />Existing Condition <br />No intersection operates below LOS-D, therefore no mitigation is recommended. <br />No traffic safety issues are apparent, therefore no safety mitigation is recommended. <br />2022 No -Build Condition <br />No intersection operates below LOS-D; however, TH 61 & 140th Street experiences <br />excessive delay in the eastbound direction and excessive queuing in the northbound <br />direction and southbound left direction during the p.m. peak hour. These can be <br />mitigated by geometric and signal timing improvements <br />33 <br />
