Adelaide Landing Residential Development EAW, Hugo January 31, 2017 <br />No traffic safety issues are apparent, although increased delay and queuing may cause <br />driver frustration; no safety mitigation is recommended. <br />2040 No -Build Condition <br />TH 61 & 140th Street operates at LOS-F in the p.m. peak hour, and TH 61 & 130th <br />Street operates at LOS-D in both the a.m. and p.m. peak hours. Both intersections are <br />impacted by the lack of available through capacity along the two-lane section of TH 61. <br />o Reconstruction of TH 61 to a four -lane section with turn lanes in this area will <br />improve traffic operation to LOS-C or better at all study area intersections along <br />TH 61. <br />o The eastbound left turn movement of 140t Street at TH 61 operates at LOS-E. <br />By creating a dedicated eastbound left turn lane and installing lead -lag left turn <br />signal timing at that intersection, traffic operation will improve. <br />o The westbound left turn movement at TH 61 & 134th Street operates at LOS-E <br />in the p.m. peak hour. This is primarily due to the heavy northbound traffic flow <br />and the inability for 134th Street traffic to find adequate gaps in the traffic to <br />complete their left turns. This may be mitigated by restricting left turns in the <br />p.m. peak hour as a safety and operation measure. <br />The increased delay and operational issues identified will impact driver safety. <br />Therefore, the need for widening of TH 61 to four lanes with turn lanes should be <br />reviewed regularly from a safety standpoint. <br />o MnDOT and Washington County entered into a Memorandum of Understanding <br />(MOU) in 2008 related to the long-term future of TH 61. The improvements <br />recommended above are not currently in MnDOT's 20-Year Plan. <br />2022 Build Condition <br />No intersection operates below LOS-D; however, TH 61 & 140th Street experiences <br />excessive delay in the eastbound direction and increased queuing in the southbound left <br />direction during the p.m. peak hour. If no signal timings changes are made in 2020, the <br />eastbound queue extends beyond 300 feet, while the southbound left turn queue extends <br />beyond 500 feet. These may be mitigated by geometric and signal timing improvements <br />(if deemed necessary by MnDOT). <br />Increased delay is identified at the westbound left approaches to TH 61 at 137th Street <br />and 134th Street. It is recommended that east legs of the intersections be restriped to <br />create one inbound (eastbound) lane and two outbound (westbound) lanes (e.g., one left <br />turn lane and one right turn lane). The westbound approach of 137t' Street is 33 feet <br />wide, which is capable of being striped with three 11-foot lanes. The westbound <br />approach of 134`' Street is approximately 32 feet wide, which can accommodate two 11- <br />foot lanes and a 10-foot lane. <br />No operational issues are identified along 130th Street in conjunction with the new <br />development. <br />o All intersections with 130th Street will operate acceptably with basic single lane <br />street approach to 130th Street without turn lanes into or out of the development. <br />o Nevertheless, capacity is not the only issue. Pedestrian access, safety and <br />roadway width/condition area also factors. The roadway is in the City's Capital <br />Improvement Plan for improvement to collector standards. Timing of the <br />project would be based on development phasing. <br />34 <br />
