Adelaide Landing Residential Development EAW, Hugo January 31, 2017 <br />It is anticipated that the project will be constructed in five phases, with the first phase expected to <br />begin in spring 2017. Full build -out is anticipated by 2021; however, construction timing will <br />ultimately depend upon market conditions. <br />The changes in regional land use in the Hugo area from open space, rural and agricultural land uses <br />to more urbanized uses is expected to have a cumulative impact on the area. Cumulative effects of <br />this and future projects on natural resources and infrastructure are expected to be roughly <br />proportional to the impacts discussed in this EAW, or somewhat greater if future projects are <br />developed at a higher density. The City of Hugo has planned for future growth and development in <br />this particular area as part of its Comprehensive Land Use Plan (2010), Comprehensive Water <br />Supply and Distribution Plan, Comprehensive Sanitary Sewer Plan, Comprehensive Stormwater <br />Management Plan, Transportation Plan, Public Facilities Plan, and Parks/Trails/Open Space Plan. <br />These efforts will ensure that the cumulative impacts of future growth and development to the <br />environment, and to the City's service capacity, are anticipated and mitigated. <br />b. Describe any reasonably foreseeable future projects (for which a basis of expectation has been laid) <br />that may interact with environmental effects of the proposed project within the geographic scales <br />and timeframes identified above. <br />The project proposer does not currently own or have options on adjacent lands. <br />The City of Hugo keeps a running list of available residential lots current as of June 2016. <br />According to the table, a total of 130 single-family lots and 137 multi -family lots are available. <br />Based on the 2015 Annual Building Report, a total of 32 planning applications were submitted in <br />2015; 59 single-family units and 8 multi -family homes were permitted in 2015; 9 active residential <br />developments and 2 non-residential developments. For instance, Fox Meadows 1st and 2' <br />Additions, located south of this project, were constructed in the past several years. <br />Because many of the above projects and available lots develop based on market drivers and <br />conditions, the timing of future development can, and likely will, fluctuate. However, land adjacent <br />to the project site is eventually expected to develop, per the City of Hugo Land Use Plan, thereby <br />converting existing open space and agricultural lands to low density residential uses. The City of <br />Hugo's Comprehensive Land Use Plan (2010) anticipates and guides the intensity of development <br />within the city and directs necessary infrastructure improvements to support the planned <br />development. <br />Abutting land use consists of wetland, woodland, and rural residential uses north of the northeast <br />section, south and east of the Project and are guided for low density residential (LD). In keeping with <br />the city's comprehensive plan, these parcels are expected to develop in the future to similar uses. <br />Undeveloped parcels in the immediate vicinity of the proposed development site contain similar land <br />uses and land features as the project site. Existing land cover on these properties is primarily <br />agricultural, with wooded tree lines, drainages, and wetlands interspersed. <br />c. Discuss the nature of the cumulative potential effects and summarize any other available information <br />relevant to determining whether there is potential for significant environmental effects due to these <br />cumulative effects. <br />The proposed project will result in minor conversion of jurisdictional wetland to upland, tree <br />removal and conversion of agricultural lands to non-agricultural uses. Consequently, cumulative <br />impacts to natural resources are anticipated to be minimal, and have been purposefully concentrated <br />36 <br />
