Adelaide Landing Residential Development EAW, Hugo January 31, 2017 <br />From a safety perspective, an evaluation of the existing posted speed limit of 50 mph is <br />recommended for both directions along 130th Street from TH 61 to Goodview Avenue <br />following development. <br />o The City of Hugo would require a speed study be completed by MnDOT before <br />any speed reduction would take place. <br />2040 Build Condition <br />TH 61 & 140th Street operates at LOS-F in the p.m. peak hour, and TH 61 & 130th <br />Street operates at LOS-E in both the a.m. and p.m. peak hours. Both intersections are <br />impacted by the lack of available through capacity along the two-lane section of TH 61. <br />o The improvements recommended in the year 2020 conditions are assumed to be <br />completed prior to 2040. <br />o Reconstruction of TH 61 to a four -lane section with turn lanes in this area will <br />improve traffic operation to LOS-C or better at all study area intersections along <br />TH 61. <br />o The eastbound left turn movement of 140th Street at TH 61 operates at LOS-F in <br />the unmitigated scenario. By creating a dedicated eastbound left turn lane and <br />installing lead -lag left turn signal timing at that intersection, traffic operation <br />will improve. <br />o Because so much signal timing must be allotted to the north -south movements <br />on TH 61, the side street and turn movement timings fail at 130th Street. The <br />four -lane improvements along TH 61 will improve signal operation and overall <br />intersection performance along the corridor. <br />o The westbound left turn movements at TH 61 & 134th and at 137th Streets <br />operates at LOS-F in the p.m. peak hour. This is primarily due to the heavy <br />northbound traffic flow and the inability for side street traffic to find adequate <br />gaps in the traffic to complete their left turns. This may be mitigated by <br />restricting left turns in the p.m. peak hour as a safety and operation measure. <br />The increased delay and operational issues identified will impact driver safety. <br />Therefore, the need for widening of TH 61 to four lanes with turn lanes should be <br />reviewed regularly from a safety standpoint. <br />o MnDOT and Washington County entered into a Memorandum of Understanding <br />(MOU) in 2008 related to the long-term future of TH 61. The improvements <br />recommended above are not currently in MnDOT's 20-Year Plan. <br />If not reviewed and modified following the 2020 Build Condition, an evaluation of the <br />posted speed limit of 50 mph is recommended for both directions along 130th Street <br />from TH 61 to Goodview Avenue following development. <br />o The City of Hugo would require a speed study be completed by MnDOT before <br />any speed reduction would take place. <br />19.
