Hugo City Council Meeting Minutes for April 3, 2017 <br />Page 4 of 5 <br />Approve Award of Bid for 2016 Dust Control Proiect <br />At its February 6, 2017 meeting, the Hugo City Council authorized City staff to advertise and <br />receive bids for the 2017 dust control project. Two bids were received and opened on March 22, <br />2017 with the low bidder being Envirotech at $0.837/gallon. Public Works Director Scott <br />Anderson explained the City applies Calcium Chloride to 25 miles of gravel roads. The City cost <br />shares with May Township for Keystone Avenue and with the City of Grant for 120th Street and <br />also bids the project with them. <br />Haas made motion, Klein seconded, to approve the 2017 Dust Control Contract with Envirotech <br />Services to apply Calcium Chloride at $0.837/gallon. <br />All Ayes. Motion carried. <br />Approve Award of Bid for 2017 Seal Coating Proiect <br />At its February 6, 2017 meeting, the Hugo City Council authorized City staff to advertise and <br />receive bids for the 2017 seal coat project. Three bids were received and opened on March 22, <br />2017 with the low bidder being Allied Blacktop Co. at $209,781.94. Public Works Director <br />Scott Anderson explained the roads that would be included in the project and acknowledged the <br />Department needed to increase the frequency of sweeping after the seal coat application. <br />Funding for the seal coating project, which includes patching, comes from state aid maintenance <br />dollars and general tax levy dollars. <br />Petryk made motion, Miron seconded, to approve the 2017 Seal Coat contract with Allied <br />Blacktop co for $209,781.94. <br />All Ayes. Motion carried. <br />Update on the Yellow Ribbon Network <br />Council Members Chuck Haas and Phil Klein updated the Council on the activities of the Yellow <br />Ribbon Network to date. A book had been created showing activities of the YRN over the past <br />three years. The YRN sent 1000 packages to Korea and Fort Campbell, Kentucky. A Girl Scout <br />Cookie packing event was scheduled for April 15. Responses had been received from recipients <br />of the last packages sent to Afghanistan and Egypt. A check for $490 was received from Xcel <br />Energy from their employee volunteering program. The YRN also received a check from <br />Bayport Legion for $2,500 from the YRN meat raffles at Sal's Angus Grill. Haas thanked City <br />Attorney Dave Snyder who helped a renter who was having problems with his landlord. There <br />were 213 burgers sold at March's Hamburger Night. The next Hamburger Night sponsor will be <br />Attorney Dan Gallitan on April 26, 2017. <br />Board of Review and Equalization on Thursday, April 13, 2017 <br />City Administrator Bryan Bear reminded Council they will meet as the Board of Appeal and <br />Equalization on Thursday, April 13, 2017 from 5:30 p.m. — 7:00 p.m. The meeting will take <br />place in the Oneka Room at Hugo City Hall. <br />
