7699 Anagram Drive
Eden Prairie, MN 55344
Westwood Main (952) 937-5150
Fax (952) 937-5822
westwoodps.com
(888) 937-5150
MEMORANDUM
Date: July 8, 2016
Re: Terre De L'Eau, Eagle Nest Assessment Summary, Hugo, Minnesota
File 0008463.00
To: Deb Ridgeway, The Excelsior Group
From: David Kuhlmann, Westwood Professional Services
On behalf of The Excelsior Group, Westwood Professional Services completed a
survey for eagle nests on the roughly 200-acre Terre De L'Eau project area on July 6,
2016 (Figure 1). The nest survey was completed in response to a request made by
DNR staff in their Natural Heritage Review letter (Correspondence # ERDB
20160443), that "if there will be any tree removal associated with the proposed
project, the trees should be inspected for nests prior to being cut down. "
Trees on the site were surveyed for nests by a Westwood biologist using a meander
survey technique. Weather was 85 degrees and sunny. No eagle nests were observed
within the proposed project boundary, but one adult bald eagle was seen flying west
through the project area, and another bald eagle was seen flying north approximately
0.5 mile northwest of the project boundary.
Dominant trees onsite included pine trees, cottonwood, and box -elder. The
cottonwoods were primarily located along the edge of the project area, bordering the
adjacent residential houses to the northwest and northeast. Due to the time of year that
the survey was completed, visibility was limited by leaf -on conditions; however, most
of these trees were deemed too small to be ideal nesting locations. Isolated stands of
pine trees surveyed for eagle nests were located within the southern portion of the
project area currently used as hayfield.
No eagle nests were observed within the project boundary (Figure 1). An additional
parcel approximately 20 acres in size immediately east of the site was observed from
the eastern project boundary and from adjacent roadways. The parcel contains a rural
residence with predominantly evergreen trees for wind breaks, and an assortment of
other trees. No eagle nests were apparent, and the trees did not appear of suitable size
to be utilized by eagles for nesting.
Multi -Disciplined Surveying & Engineering
TBPLS Finn No. 10074302 westwoodps.com
