Parking area will be monitored to ensure no alcohol beverages are consumed <br />outside. <br />6. All activities associated with the outdoor stage and amplified sound shall end <br />by 8 p.m. <br />7. All litter, signage, balloons, etc., will be removed immediately following the <br />event. <br />8. Garbage receptacles will be available in the parking lot for debris. <br />9. One ADA porta-potty will be rented and available for the event as well as the <br />bathroom inside the store. <br />10. Food will be served from a licensed food truck. <br />Minor changes to this permit may be approved by City staff. Changes staff deems to be <br />significant will require Council review and approval. <br />CONCLUSION/RECOMMENDATION: <br />The City has worked with the owner of MGM to address potential impacts to the health, <br />safety, and welfare of the residents of Hugo and participants of this event. The City will <br />contact the Washington County Sheriff's Department and inform them of the event if this <br />permit is approved by Council. Staff recommends Council approve the Special Event <br />Permit for the grand opening event at MGM subject to the above conditions. <br />
