Adelaide Landing Residential Development <br />Traffic Impact Analysis <br />1/31/2017 <br />not congregated to one or two local street intersections. As a result, the development's <br />traffic impacts are minimized, and can be accommodated by the existing street geometrics <br />and traffic control. No additional turn lanes are required along 130th Street, 137th Street, <br />140th Street or along TH 61. Signalization does not appear to be warranted at either 134th <br />& TH 61 or 137th Street & TH 61. <br />Internally, there is one main north -south development street which will function as the <br />neighborhood collector. Its curvilinear alignment will serve to passively control speed <br />through the neighborhood. Three-way stop control at T-intersections with other local <br />streets should be avoided. <br />Because no operational issues were recorded, stop signs are recommended for southbound <br />approaches of the development access streets at 1301h Street. <br />The recommended street geometry is shown on Figure 9. However, the City is proposing to <br />upgrade 130th Street to Collector Standards that will include turn lanes at development <br />intersections. (Note: These geometrics are in concept design currently, and are being <br />finalized by others.) <br />While MnDOT forces monitor and adjust signal timings, it would seem likely that the <br />increasing traffic volumes along TH 61 would prompt MnDOT to review the existing signal <br />operation. It, of course, is MnDOT's prerogative whether or not to adjust these timings. If <br />they do, it is likely that traffic operations will improve along this corridor. <br />MITIGATION STRATEGIES <br />Existing Condition <br />➢ No intersection operates below LOS-D, therefore no mitigation is recommended. <br />➢ No traffic safety issues are apparent, therefore no safety mitigation is <br />recommended. <br />2022 No -Build Condition <br />➢ No intersection operates below LOS-D; however, both TH 61 & 130th Street and TH <br />61 & 1401h Street experience excessive delay in the eastbound direction and <br />excessive queuing in the southbound left direction during the p.m. peak hour. These <br />can be mitigated by geometric and signal timing improvements <br />➢ No traffic safety issues are apparent, although increased delay and queuing may <br />cause driver frustration; no safety mitigation is recommended. <br />40 Westwood <br />
