Adelaide Landing Residential Development <br />Traffic Impact Analysis <br />1/31/2017 <br />2040 No -Build Condition <br />➢ TH 61 & 140th Street operates at LOS-F in the p.m. peak hour, and TH 61 & 130th <br />Street operates at LOS-D in both the a.m. peak hour. Both intersections are <br />impacted by the lack of available through capacity along the two-lane section of TH <br />61. <br />o Reconstruction of TH 61 to a four -lane section with turn lanes in this area will <br />improve traffic operation to LOS-C or better at all study area intersections <br />along TH 61. <br />o The eastbound left turn movement of 140t Street at TH 61 operates at LOS-E. <br />By creating a dedicated eastbound left turn lane and installing lead -lag left <br />turn signal timing at that intersection, traffic operation will improve. <br />➢ The increased delay and operational issues identified will impact driver safety. <br />Therefore, the widening of TH 61 to four lanes with turn lanes is recommended from <br />a safety standpoint. <br />2022 Build Condition <br />➢ No intersection operates below LOS-D except TH 61 & 130th Street, which operates <br />at LOS-F in the p.m. peak hour. These can be mitigated by geometric and signal <br />timing improvements (as MnDOT deems necessary). <br />➢ Increased delay is identified at the westbound left approaches to TH 61 at 137th <br />Street and 134th Street. It is recommended that east legs of the intersections be <br />restriped to create one inbound (eastbound) lane and two outbound (westbound) <br />lanes (e.g., one left turn lane and one right turn lane). <br />➢ 130th Street east of TH 61 is assumed to be reconstructed to Urban Collector <br />Standards, as identified by the City's CIP. This will include turn lanes at the <br />development intersections. (Details of the design are being established by others.) <br />Turn lane lengths and taper will need to meet City Standards. <br />➢ From a safety perspective, however, a reduction in speed limit to 40 mph is <br />recommended for both directions along 130th Street from TH 61 to the east property <br />line of the Adelaide Landing development. <br />2040 Build Condition <br />➢ TH 61 & 1401h Street operates at LOS-F in the p.m. peak hour, and TH 61 & 13011 <br />Street operates at LOS-E in both the a.m. and p.m. peak hours. Both intersections <br />are impacted by the lack of available through capacity along the two-lane section of <br />TH 61. <br />o Reconstruction of TH 61 to a four -lane section with turn lanes in this area will <br />improve traffic operation to LOS-C or better at all study area intersections <br />along TH 61. <br />43 Westwood <br />
