Adelaide Landing Residential Development <br />Traffic Impact Analysis <br />1/31/2017 <br />o The eastbound left turn movement of 140th Street at TH 61 operates at LOS-F <br />in the unmitigated scenario. By creating a dedicated eastbound left turn lane <br />and installing lead -lag left turn signal timing at that intersection, traffic <br />operation will improve. <br />o Because so much signal timing must be allotted to the north -south <br />movements on TH 61, the side street and turn movement timings fail at 130th <br />Street. The four -lane improvements along TH 61 would improve signal <br />operation and overall intersection performance along the corridor. <br />o The westbound left turn movements at TH 61 & 134th and at 137th Streets <br />operates at LOS-F in the p.m. peak hour. This is primarily due to the heavy <br />northbound traffic flow and the inability for side street traffic to find <br />adequate gaps in the traffic to complete their left turns. This may be <br />mitigated by restricting left turns in the p.m. peak hour as a safety and <br />operation measure. <br />➢ The increased delay and operational issues identified will impact driver safety. <br />Therefore, the widening of TH 61 to four lanes with turn lanes is recommended from <br />a safety standpoint. <br />➢ 1301h Street east of TH 61 is assumed to be reconstructed to Urban Collector <br />Standards, as identified by the City's CIP. This will include turn lanes at the <br />development intersections. (Details of the design are being established by others.) <br />o Westwood has prepared a Turn Lane Design Checklists per MnDOT and the <br />Minnesota Local Road Research Board for each arterial/collector intersection <br />to define turn lane and transition length (See Appendix). <br />➢ From a safety perspective, however, a reduction in speed limit to 40 mph is <br />recommended for both directions along 130th Street from TH 61 to the east property <br />line of the Adelaide Landing development. <br />There are no definitive plans found on the Mn/DOT website, the Washington County website or <br />the Met Council's Strategic Transportation Plan other than that listed in the report. It is <br />apparent that TH 61 will be widened at some point, but no project details or timing can be <br />found. <br />44 Westwood <br />
